How we support the college community
We advance the college mission and values by supporting data-informed decision-making and a range of continuous improvement efforts. We work to make data accessible, transparent, and actionable, to empower faculty, staff, and administrators to make informed choices that support student success and College effectiveness.
As stewards of institutional data, we are also committed to data quality, ethical use, and One-College collaboration. This includes participating in and supporting the college’s Data Governance Task Force to ensure clarity, consistency, and integrity in how data is defined and used across systems and departments. See Data Governance on page 23 of the President’s FY 25 Work Plan.

Key data partners across the college
Data stewardship is a distributed responsibility at PCC. Effectiveness and Planning values our college partners and their leadership in these essential areas:
- Learning Assessment – Led by the Learning Assessment Council (LAC)
- Curriculum development and peer review – Facilitated by Instructional Administration and Faculty, Educational Advisory Council’s Curriculum Committee, and Learning Assessment Council
- Employee data systems and analytics – Managed by Human Resources Information Systems (HRIS) in People Strategy Equity & Culture
- Project coordination and implementation – Supported by Project Management teams and IT Governance
We work closely with these teams and others to ensure PCC data practices align and complement each other, so you get the right support from the right place.

DataUSA for PCC: This report provides information about PCC’s students and employees from the Federal Integrated Postsecondary Education Data System (IPEDS). The report is available to the public.
PCC policies: Portland Community College maintains college policies to provide compliance and accountability, establish best practices, resolve conflict, and promote a safe and productive environment for students and employees.
Board Policies: PCC’s Board of Directors’ Policies inform PCC policies.
Enrollment at PCC: These reports show student FTE (full-time equivalent) from academic year 2023-24 and on.
PCC’s Federal Integrated Postsecondary Education Data System (IPEDS) reports:
IPEDS collects college-level data on student enrollment, graduation rates, student charges, program completions, faculty, staff, and finances. Moreover, Federal IPEDS HR reporting collects important information about colleague employees.

Sanctuary College Status: On December 20, 2016, the PCC Board of Directors resolved to adopt the term “sanctuary college” to describe PCC’s commitment to supporting all students.
Board of Directors: The PCC Board of Directors consists of seven members elected by zones to four-year terms. The board members govern the college which includes selecting the president, approving the hiring of other staff and faculty, approving the college budget, and establishing policies that govern the operation of the college.
Accreditation Reporting Tools/Data: Portland Community College is regionally accredited through the Northwest Commission on Colleges and Universities (NWCCU).

PCC Term Reports in Spaces: At the beginning of each term and during the start of registration for a term casual reports are kept regarding how the week or the day progressed. These have been important in understanding trends in our systems and how our student services are performing.
PCC EAB Navigate : Navigate Staff is the staff-facing technology platform that assists college staff with compiling Banner data into a user-friendly interface to support student services operations such as coordinated care, strategic interventions, appointment scheduling, and reports.
Accessible Ed and Disability Services for Students and Employees: Ensuring equal access to college courses, programs, and events is a shared responsibility.
