Summary of Benefits for Part-time Faculty

The following benefits are available to Part-time Faculty who are bargaining unit eligible and/or members of the bargaining unit. Please reference Articles 1.21 and 2.2 of the Faculty Agreement to see if you are bargaining unit eligible. Group Medical and Vision Insurance
Part-time Faculty with a cumulative full-time equivalent (FTE) of 1.5 FTE or more in the previous academic year, and who are still teaching at PCC in the subsequent year, are eligible to enroll in PCC group insurance for medical, dental and vision coverage. This FTE averages out to 0.5 FTE for a three-term year. The college contribution (the “cap”) for part-time faculty is a flat dollar amount equal to 65% percent of the “Employee Only” cap. The difference between the premium for the plan(s) selected and the college-paid cap is the responsibility of the part-time faculty member. The monthly amount owed by the part-time faculty member is deducted from bi-weekly paychecks. Open enrollment occurs in the late summer, preceded by a communication campaign by HR/Benefits. Eligibility is determined each academic year. NOTE: Part-time Faculty must enroll in a PCC medical plan in order to be eligible for PCC dental coverage.
Health Insurance Trust Fund
A trust fund has been established to help part-time Faculty bargaining unit members defray the cost of their medical expenses. Members will need to apply to the Faculty Federation for use of the trust fund each term. The Federation will make allocations each term based on criteria developed by a joint committee. Part-time Faculty bargaining unit members who pay for individual health care premiums may be reimbursed by the Federation upon submitting evidence of payment or an invoice for their premium. Employees must have completed 600 contact hours to be eligible for this program and have an FTE between 0.4 and 0.5.
Flexible Spending Accounts (FSA)
A tax savings account is available for Part-time Faculty for "Dependent Care Reimbursement Account" to pay for childcare or elder care expenses. Part-time Faculty must have completed 600 contact hours to become eligible for participation in this program. Once eligibility is established, the employee may continue to participate without regard to any hours limitations and must comply with plan requirements under IRS regulations.
Long Term Care
Part-time Faculty with a cumulative full-time equivalent (FTE) of 1.5 FTE or more in the previous academic year, and who are still teaching at PCC in the subsequent year, are eligible to enroll in long term care insurance through OEBB. This FTE averages out to 0.5 FTE for a three-term year. Voluntary coverage is available for the employee and certain family members to provide a variety of services, such as community-based care, nursing home care and/or hospice care, for subscribers who are unable to care for themselves. If the benefits eligible employee elects to purchase this coverage during the first 30 days of their employment there is a “guaranteed issue” provision. Benefits eligible employees may also apply for long term care insurance during the Fall open enrollment period of each year. Eligibility is determined each academic year.
Retirement
PCC offers early retirement benefits and an Oregon public employees’ retirement plan (PERS or OPSRP). Eligibility for these benefits depends mainly on employee hire date and classification.
Oregon Savings Growth Plan, 457 Plan
Part-time Faculty may elect pre-tax salary deductions for this retirement savings plan at any time during the year. The plan is administered through PERS and several different investment options are available.
Tax Deferred Annuity, 403(b) Plan
Part-time Faculty may elect pre-tax salary deductions for this retirement savings plan. Many self-directed investment options are available through a variety of participating providers.
Tuition Waiver
Part-time Faculty, their spouse/domestic partner and eligible dependents are entitled to a maximum total of six credit hours or two classes per term, whichever is greater. Tuition waiver may be used during the term of the Part-time Faculty employment or the term immediately following.
Sick Leave
Part-time Faculty will accrue 1.34 hours of sick leave per pay period. A maximum of sixteen hours may be accrued in an academic year. A maximum of 16 hours of accrued unused sick leave may be carried over from one academic year to the next.
Leave of Absence
If you will be absent for 10 or more work days, you need to request a leave of absence.
Credit Union Membership
PCC employees and their immediate family are eligible to join OnPoint Community Credit Union (formerly Portland Teachers Credit Union) for banking services such as savings, checking, IRAs, Certificates of Deposit, loans and a variety of other services. This benefit can be accessed at any time during the year.
Employee Assistance Program (EAP)
Provides confidential counseling sessions for employees and their family members who experience personal, emotional or substance dependency problems. Other services include legal, budget, tax, childcare, eldercare needs assessments and assistance, wellness coaches and home purchase counseling and assistance. PCC pays for the first 5 sessions per incident per year.
Home Mortgage Plan
Provides mortgage financing assistance and expedited loan processing with discounts and waived fees on closing costs and many services. This benefit can be accessed at any time during the year.
Group Legal
Provides legal counsel and representation on a discounted basis for a broad range of legal needs. This benefit can be initiated at any time during the year. The method of payment for this benefit is through a checking account deduction or direct billing process.
Homeowner and Auto Insurance
Special group discounted rates are available for auto, homeowner and renters insurance premiums, paid by utilizing payroll deduction.
Library and Sports Facilities
Unlimited free use of all college libraries. Gyms and physical fitness equipment are available to employees typically through enrollment in classes (with tuition waiver use).
Cash Award Program
This Employee Suggestion Award program was created to recognize and reward employees. Employees who either have developed an innovative, implementable way to improve a college process or service OR have taken significant actions above and beyond the call of duty that are recognized as such by their supervisor are eligible for employee awards.
Association of American Women in Community College
AAWCC is an organization whose mission is to inspire, champion and celebrate the talents within each of us. AAWCC provides publications and events geared specifically to the needs of women who are community college staff or board members. Membership is $15 annually.
