Steps to Success services graphicWhen referring participants to the PCC Opportunity Center at 42nd Ave (OC42) Steps to Success Employment and Training JOBS Program in Multnomah County, referrals are to be completed by ODHS Family Coaches (District #2) through the JOBS Outcome Indicators (JOI) system. These services are available only for individuals currently receiving TANF (Temporary Assistance for Needy Families).

PCC OC42 Steps to Success program services

Please note: Participants may benefit from more than one step or activity.

AB – Adult Basic Education (ABE)

Activity that addresses basic literacy or math skills for adults 20 years of age and older without a high school diploma or GED. Activity needs to be related to an employment opportunity requiring a specific literacy or numeracy grade level. Activity not related to pursuing a high school diploma or GED (equivalent).

HS/GED® – high school diploma or GED® (equivalent)

Activity for any participant who is working toward a high school diploma or GED® (equivalent).

ES – English as a Second Language (ESL)

Activity for participants for whom English is not their first language to improve English proficiency.

JO – Job Search

Activity to help participants prepare, locate, and retain future employment.

JS – Job Skills Training

Unpaid training required by an employer in order to gain the skills necessary to be hired, or to retain or advance in employment.

LS – Life Skills

Activities and classes that offer the development of skills that prepare participants to be successful in the workplace and in daily living. Considered a job readiness activity.

PL – Jobs Plus

Provides an incentive to participants and employers through subsidized employment in the public or private sector, where the participant is placed on the employer’s payroll and TANF/SNAP benefits are on hold.

SI – Self-Initiated Training

Activity where participants are enrolled in a two or four-year program, earning credit toward a college degree.

SW – Supported Work

Activity for participants who need more intensive support, skills training, and job-related intervention and counseling at an unpaid work site or work simulation activity.

VT – Vocational Training

Activity that provides participants with up to 18 months of access to specific vocational educational training that will lead to a certificate, job offer, and/or career.

WE – Work Experience

Unpaid work to develop work habits, skills, training, and knowledge to obtain permanent employment. Work is conducted at a work site and is available through private for-profit, non-profit, or public sectors.
