Oregon’s Diploma Requirements for Financial Education and College/Career Planning

Senate Bill 3 passed in 2023, requiring that all Oregon graduates starting with the class of 2027 will have completed 0.5 credit in Personal Finance Education (PFE) and 0.5 credit in Higher Education and Career Path Skills (HECPS). Districts must ensure that students are able to satisfy these credit requirements, with ODE allowing one-year waivers for a limited time.

As a CTE educator, you may be able to offer a course that fulfills the SB3 requirements, as long as you can offer a course on either Personal Finance or Career Path topics within the standards of your already existing CTE program. This method will allow CTE teachers some flexibility to meet PFE and HECPS requirements while maintaining CTE program integrity.

Not all CTE programs have a natural fit for either of the SB3 required courses

Please see below for an example of how to incorporate SB3 courses into a Health Sciences CTE program. For this subject area, PFE did not align into standards therefore you cannot include a Personal Finance course within Health Sciences programs, but you can include a HECPS course.
