grad with arms raised in celebrationThe Dean of Enrollment Strategy & Services serves as the College’s leader for strategic enrollment planning and the student enrollment experience. The position is the steward of the College’s strategic enrollment management planning process and is responsible for plan execution, working in close partnership with Academic Affairs and Student Affairs leaders, and the College Budget Office. Oversees a College-wide operational infrastructure and student communication plan that serves an equity-focused enrollment pipeline including recruitment, admissions, new student onboarding, registration, paying for college, student records, and degree/certificate awarding. The position ensures institutional adherence to critical federal and state compliance mandates.

Typical Duties and Responsibilities

  1. Provides institutional strategic level leadership and accountability for enrollment planning and services, student financial support, student recruitment and marketing, student communication systems, new student onboarding, and support for curriculum/academic pathways development.
  2. Ensures culturally responsive and inclusive operations that center on historically underserved and marginalized communities; accountable for flexible service delivery modalities that support access and equitable student outcomes.
  3. Exercises leadership in achieving optimal organizational efficiency and effectiveness, including initiatives to improve work processes and enhance systems and staff performance.
  4. Develops, executes and measures progress for a College-wide Strategic Enrollment Management plan that focuses on equitable access, retention and completion outcomes.
  5. Develops, executes and measures the impact of a comprehensive student communication plan and infrastructure for the Student Affairs division.
  6. Assumes institutional authority for contracts and a technology portfolio that directly supports recruitment, enrollment management, student records, degree/certificate awarding, financial aid, veterans’ benefits, and other enrollment related services and products (e.g., EnrollmentRX, EAB Academic Planner).
  7. Creates and maintains strong relationships with external transfer partners; serves as the College’s primary point of administrative contact for credit transfer, data sharing, dual enrollment, and degree/certificate awarding agreements. Serves as liaison between College and state agencies/partners related enrollment strategy and services.
  8. Conducts ongoing needs assessment and gap analysis to identify and forecast technology and programming needs; directs modification of programming for continuous process and outcome improvement.
  9. Creates and maintains collaborative and productive partnerships across Academic Affairs, Student Affairs, and administrative/systems services, and shared governance bodies in order to integrate institutional effectiveness and planning efforts and holistic student support; provides leadership for College-wide strategic initiative execution (e.g., Strategic Plan, Guided Pathways, Equity & Inclusion Plan, Advising Redesign, Pathways to Opportunity).
  10. Ensures institutional compliance with federal/state/local/college regulations, policies, and guidance related to Enrollment Strategy and Services.
  11. Supervises management, academic professionals, classified staff, technical/support, and/or student staff. Evaluates and provides guidance and support regarding professional development plans and goals for assigned areas of responsibility in accordance with good management practices, District policies, and collective bargaining agreements. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
  12. Develops, oversees, analyzes, and makes budget decisions in alignment with College Strategic Plan, values and priorities. Forecasts funds needed for staffing, equipment, materials, and supplies.  Approves expenditures and implements budgetary adjustments as appropriate. Assumes institutional authority for applicable grants and contracts.
  13. Leads oversight and development of policies, administrative procedures and practices related to enrollment planning and services that support and demonstrate strong compliance (internally and externally). Responsible for working collaboratively with appropriate shared governance bodies.
  14. Supports, implements and promotes advancement of the district’s equity goals and assists in the hiring of a staff that reflects the diversity of the district.  Participates in and supports activities that enhance equity-minded recruiting, hiring, and employee retention practices.
  15. Performs other related duties as assigned.

Work Environment

Work environment includes frequent disruptions and changes in priorities. Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.

Minimum Qualifications

Master’s Degree and eight (8) years of progressively responsible professional experience related to the area of assignment, providing program/project management or program/project coordination. Four (4) years of higher education management/supervisory experience.
