Equity at OPC
The Office of Planning and Construction is dedicated to fostering equitable access for workers and contractors, while addressing the underutilization of non-traditional workers and disadvantaged business enterprises in our region. Construction projects are managed through an equity lens that examines current disparities, beneficiaries, and opportunities for equitable outcomes.
As outlined by PCC Board Policy, the workforce and contracting equity team is dedicated to implementing a procurement diversity plan that engages the Minority, Women, and Emerging Small Business supplier community and workforce. The OPC equity objectives are grounded in evidence-based research on disparities in access, opportunity, and retention of women, non-binary, and minority craftworkers. Tracking our equity outcomes
The Workforce and Contracting Data Dashboard is a public-facing platform that monitors project outcomes and equity metrics, ensuring accountability and transparency with project stakeholders and our community.
This dashboard displays workforce and contracting equity objectives for each project, providing valuable insights into successes and areas for improvement. The database has become an important tool for strengthening partnerships in the field, providing inspiration for other agencies that are working on equity outcomes.

Regional engagement
- PCC is signatory to the Construction Careers Pathways, a framework in which public agencies are teaming up with stakeholders from private industry, apprenticeship programs, unions, and community-based organizations to provide reliable career pathways for women and Black, Indigenous, and People of Color in the construction trades.
- OPC is signatory to the Safe from Hate Pledge and serves on the Steering Committee of the Safe From Hate Alliance.
- OPC is a member of the Metropolitan Alliance for Workforce Equity, a group of construction industry stakeholders focused on increasing workforce diversity in the City of Portland through workforce agreements.
- OPC participates in the City of Portland’s Fair Contracting Forum, which supports the City of Portland’s equitable contracting policies, processes, and outcomes.
