Articulation agreement between Gallaudet University and Portland Community College
Bachelor of Arts in Interpretation Students
This document establishes an articulation agreement between Gallaudet University (GU), located at 800 Florida Ave NE, Washington, DC 20002, and Portland Community College (PCC), located at PO Box 19000, Portland, OR 97280. The intention of this agreement is to facilitate the transfer process of academic credits of qualified students from the regionally accredited PCC to the four-year program at regionally accredited GU for the express purpose of providing an American Sign Language interpretation program at the baccalaureate level. By entering into this contract, GU agrees to provide PCC with comprehensive historical enrollment and graduation data for all former PCC students attending GU once every year, no later than July 1 of each year.
Students completing the Associate in Applied Science degree in Sign Language Interpretation at PCC, in accordance with the minimum standards set by GU, may be admitted to the Bachelors of Arts in Interpretation (BAI) provided they meet eligibility standards established by GU Office of Admissions and Department of Interpretation. Students who do not meet the aforementioned minimum standards will be considered for admission to GU on a case-by-case basis. The guidelines that govern this articulation agreement are described below.
- Hearing prospective students must be accepted into the BAI Program. Deaf and hard of hearing prospective students must be accepted first into the undergraduate program in order to apply for the BAI program.
- The Department of Interpretation at GU will refer to the accompanying charts from PCC and Gallaudet of specific transfer matriculation courses from PCC for transferees into the BAI program, such charts being stipulated as an integral part of this document upon signing.
- GU guarantees the transfer of college-level credits, provided that all coursework have been completed with a grade of “C” or “P” or the equivalent.
- Placement testing is required of all new, transfer, and special students who have been accepted to GU. All new, transfer, and special students are required to complete an American Sign Language (ASL) Placement Test. Students with three hours credit in college English with grades of “C” or higher will not take the English placement test. Students with three hours credit in college math with grades of “C” or higher will not take the Math placement test.
- Students are required to maintain grades of “B” or higher in all Interpreting courses taken at PCC that are required for the BAI major. If a required BAI course was completed at PCC with a grade of less than “B”, it must be retaken at Gallaudet.
- Admitted hearing undergraduate students are eligible for financial aid through federal programs, but are not eligible for merit-based financial aid awarded to deaf and hard of hearing students.
- The GU Office of Admissions reserves the right to request additional documentation and standardized testing from any potential transferee.
- Implementation and interpretation of this Articulation Agreement will be consistent with applicable and mandatory policies and procedures established by the accrediting and governing bodies of this institution and other agencies having jurisdiction over either institution.
Changes made to relevant curriculum at either PCC or GU will necessitate review of the programs at both institutions to determine if modification of Agreement is necessary. If deemed appropriate, a new agreement will be generated and signed. Curriculum changes by either PCC or GU must be communicated in writing no later than June 30 of any academic year by the individuals identified in Contract Maintenance.
Each partner assumes responsibility for informing their students of curricular revisions that would impact student planning and/or degree completion. In the event graduation requirements for the bachelor’s degree at GU change within this time, the standards and practices established by GU to cover such a change will apply to transferring students.
This agreement becomes effective July 1, 2018 or on the date of the last signature entered in the Contract Administration section, whichever is later, and shall terminate July 1, 2023, unless terminated earlier as provided elsewhere in this Agreement. Either party may terminate or suspend this Agreement for convenience upon sixty (60) days’ written notice; provided, however, that the parties shall discuss and reasonably attempt to resolve the issues that led to the notice of termination or suspension during the sixty-(60)-day period. Notwithstanding the termination of the Agreement, any student who has applied for transfer from PCC to GU prior to or during the sixty-(60)-day period shall be treated as if this agreement continues to be in effect.
In carrying out the responsibilities and obligations of this Agreement, neither party shall be acting as the agent or principal of the other with regard to dealings with third parties, including students. Neither party shall have the authority to make any statements, representations, nor commitments of any kind or to take any action binding the other except as provided for herein or authorized in writing by the party to be bound.
This Agreement constitutes the entire Agreement between the parties. No waiver, consent, modification, or change of terms of this Agreement shall bind either party unless in writing and signed by both parties.

Contract maintenance
- This Agreement does expire as outlined above, and must be routinely reviewed and re-executed in order to ensure its continued relevance and viability.
- This Agreement shall be reviewed annually by the parties listed above. unless significant curriculum and/or program changes mandate an earlier review-in which case, the parties in above shall alert the principals identified in 8 that changes impacting (or potentially impacting) this agreement have occurred.
