Portland Community College with Pacific Northwest College of Art

This District Transfer Agreement is entered into and by and between Pacific Northwest College of Art (“PNCA”) and Portland Community College (“PCC”). Portland Community Colleges include the Cascade, Rock Creek, South East, and Sylvania Campuses to replace the original Agreement, active between 2022-2025.

Objective: It is in the interest of both PCC and PNCA to facilitate the transfer of qualified students from PCC to PNCA and to offer additional support to students as outlined in this agreement.

Now, Therefore, the parties for good and sufficient consideration agree as follows:

PNCA agrees to accept credits for students transferring from PCC to PNCA, as outlined in the Transfer Credit Pathways in Animated Arts, Graphic Design, Illustration, and Studio Arts approved by both Portland Community Colleges and Pacific Northwest College of Art. Students must apply for admission but with the following support will have a streamlined process:

PCC students who indicate their intention to follow the Transfer Partner Pathway by filling out the PNCA Transfer Pathway Intention Form will be connected to PNCA Admissions and Registration departments for quarterly advising and portfolio development throughout their time at Portland Community College.

PCC students following the Transfer Partner Pathway will have access to specific enrollment events for the PCC Pathways Cohort to facilitate the transition, along with invitations to visiting artist lectures, PNCA First Thursday Events, PNCA Admissions Workshops, and one-on-one class advising with their PNCA Admissions Counselor.

Students transferring from Portland Community College to Pacific Northwest College of Art with 90 quarter credits will receive the Transfer Partner Scholarship in the amount of $5,000, renewable each year, to be added to their merit based scholarship amount. A grade of C- or better must be earned in order for a class to transfer.

Terms and Conditions
  1. Term: Termination. This agreement shall commence on the date of last signature and shall terminate on February 15th, 2027 unless terminated earlier as provided herein. This Agreement shall be effective for students who apply to transfer from PCC to PNCA beginning with PNCA’s Fall or Spring term. This agreement may be renewed for additional terms of any length by the mutual written agreement of the Either party may terminate or suspend this Agreement for convenience upon sixty (60) days written notice; provided, however, that the parties shall discuss and reasonably attempt to resolve the issues that led to the notice of termination or suspension during the sixty (60) day period. Notwithstanding the termination of this Agreement, any students who have applied for transfer from PCC to PNCA prior or during the sixty (60) day period shall be treated as if this Agreement continues to be in effect. This Agreement may also be terminated as provided elsewhere in this agreement.
  2. Admissions: Admission to PNCA is not Students shall apply for admission to PNCA in accordance with then-existing rules, policies, and procedures of PNCA. PCC students following the Transfer Pathway will apply using a simplified application process.
  3. FERPA: As required by the Family Educational Rights and Privacy Act, 20 USC 1232(g) (“FERPA”), and ORS 326.565, Contractor may not disclose any information or records regarding students or their families that Contractor might learn or obtain in the course and scope of its performance of this Agreement. The Parties recognize that FERPA imposes strict penalties for improper disclosure or redisclosure of confidential student information, including but not limited to denial of access to personally identifiable information from education records for at least five years (34 § CFR 99.67(e)). Therefore, consistent with FERPA’s requirements, personally identifiable information that Contractor obtains in the performance of this Agreement may not be disclosed to third parties without the written consent of the eligible student or student’s parent or guardian and must be used only for the purposes identified in this Agreement.
  4. General Provisions:
    1. Contract Administration. The representatives for purposes of administering this agreement are:

      • For Portland Community Colleges: Name: Christy Weigel, Title: Transfer Articulation and Agreements Coordinator
    2. Termination Due to Non-Appropriation of Funds. If sufficient funds are not provided in future budgets of PNCA to permit PNCA in the exercise of its reasonable administrative discretion to continue this Agreement, or if PNCA or any program for which this agreement was established is abolished, this agreement may be terminated without further liability by not less than 30 days written notice to the PCC and Contract Administration.
    3. No Third Party Beneficiaries. PNCA and PCC are the only parties to this agreement and are the only parties entitled to enforce its terms.
    4. Execution and Counterparts. Execution and This Agreement may be executed in several counterparts, each of which shall be an original, all of which shall constitute but one and the same instrument.
    5. Merger. This agreement constitutes the entire agreement between the parties. No waiver, consent, modification, or change of terms of this agreement shall bind either party unless in writing and signed by both parties. Such waiver, consent, modification, or change, if made, shall be effective only in the specific instance and for the specific purpose given. There are no understandings, agreements, or representations-oral or written- not specified herein regarding this agreement.
