Overview
Portland Community College (PCC) provides a fair and transparent process for reviewing parking citations. The appeal process allows individuals to submit information or evidence explaining why a citation should be reconsidered.
Who May Appeal
Any individual who receives a PCC parking citation — including students, staff, faculty, and visitors — may submit an appeal within 30 days of the citation issuance date.
How to Submit an Appeal
- Deadline: Appeals must be submitted within 30 calendar days of the citation issue date
- Appeals must be submitted through the PCC Parking Portal
- Appeals submitted by phone, email, mail, or in person will not be accepted

What to Include in Your Appeal
- A clear and complete statement explaining the basis for your appeal
- Supporting documentation, such as photos, proof of payment, or other relevant evidence
- All submitted information must be accurate and unaltered. Providing false or misleading information may result in denial and fees
Review and Decision
- Appeals are reviewed by a designated appeals officer
- Appeals are generally processed within four weeks
- Once your appeal is processed, you will receive a Notice of Parking Citation Appeal Ruling by email and USPS mail
Possible Outcomes
- Dismissed: The citation is waived and no payment is required
- Reduced: The fine amount is lowered. The adjusted balance must be paid
- Denied: The citation remains in effect, and the full balance is due
If payment is not received within 30 days of the appeal decision, the balance will be reverted to the original amount and late fees assessed.
Reasons Generally not Considered Valid for Waiving or Reducing Parking Citations
- Unfamiliarity with parking rules or signage
- Being late to class or work
- Lack of available parking
- Other vehicles parked incorrectly
- Failure to purchase or properly display a permit
- Disagreement with parking fees or policies
- Parking “just for a few minutes”
- Parking in ADA or PCC Temporary Disabled spaces without a valid permit
- Assuming prior warnings guarantee leniency
Second Appeals
A second appeal may be submitted if new and relevant information that was not included in the original appeal is submitted by the appellant.
Examples of new information include:
- Proof of permit purchase or payment
- Documented misinformation from PCC staff that directly caused the violation
- Photos demonstrating that the citation was issued in error
All second appeal decisions are final.
