Creating Opportunity Through Language and Partnership with SEIU

What began as a small pilot program in May 2025 has quickly grown into a thriving partnership between Portland Community College Professional Development & Training and SEIU — one that continues to expand access to workplace language skills and career advancement opportunities for workers across our community.

When the first ESOL (English for Speakers of Other Languages) cohort launched, the future of the program was uncertain. The initial training was designed as a pilot to support Level 1 English learners with practical workplace communication skills through a 16-hour instructional course paired with individualized language assessments led by instructor Rory Cummings. The response from participants was immediate and overwhelmingly positive.

Since that first cohort, the partnership has grown to include five additional cohorts and an ongoing training contract, creating a sustainable pathway for adult learners seeking greater confidence and opportunity in the workplace. On average, 11 participants successfully complete each cohort, building language skills while also developing meaningful connections with classmates and instructors.

The program’s success is rooted in its learner-centered approach. Following a two-hour language assessment, instruction is tailored to participant skill levels and focused on practical communication, collaboration, and confidence-building. Participant feedback has consistently reflected high satisfaction, with all surveyed learners rating every aspect of the training at the highest level possible.

Participants frequently highlighted the supportive classroom environment and the patience and encouragement of the instructor.

The impact of the partnership has also drawn attention beyond the classroom. During one cohort, Tina Kotek stopped by to greet participants and observe the training in action — a meaningful moment that underscored the importance of expanding access to workforce education and language learning opportunities across Oregon.

Beyond language development, the program has fostered community building and increased learner confidence. Both PCC and SEIU staff observed strong engagement, meaningful skill growth, and a collaborative learning environment throughout the cohorts.

The success of the program has also created opportunities for expansion. In 2026, the partnership will introduce a new Level 2 ESOL course to support continued learner progression and will host one cohort at PCC Rock Creek, further increasing accessibility for participants.

This growing collaboration demonstrates the power of responsive workforce training partnerships to meet community needs, support workers where they are, and create lasting impact through education.
