Inclusive Career Advancement Program (ICAP)

Enrollment in the ICAP program concluded in June 2026.

ICAP was a five-year grant funded by the U.S. Department of Education that brought together Oregon Vocational Rehabilitation, Oregon community colleges, and Cornell University to expand career and educational opportunities for people with disabilities.

ICAP supported individuals with disabilities who were eligible for Vocational Rehabilitation services in accessing education and training and pursuing employment in high-demand fields. Through partnerships between Vocational Rehabilitation counselors and college-based career coaches, ICAP connected students with the support they needed to navigate education and career pathways.
