CTE Teacher Licensure

To teach in a State of Oregon approved CTE program, the instructor must have an appropriate CTE license; either a Restricted CTE Teaching License or Preliminary or above CTE Teaching License and/or endorsement specific to the program career area.

Process of CTE Licensure

For an overview of the entire process of obtaining CTE licensure, please start with ODE’s website for requirements. Then you will need to make a plan and decide where you will take the necessary courses. Finally, please keep in mind if taking classes at PCC, you must be formally admitted to PCC prior to registering for any classes. This means you need to be aware of admissions deadlines for each term.

ODE’s Requirements for CTE Licensure

Pathways to CTE Teacher Licensure

I am a business or industry professional who wants to teach a high school CTE Program
  1. Apply for a CTE teaching position and be endorsed by the hiring school district
  2. Contact the acting PACTEC Regional Coordinator, (Jan Osborn or jan.osborn@pcc.edu)
  3. Instructor Appraisal Committee will review credentials
  4. Apply, through TSPC, for the Restricted CTE License in the career area for which you are qualified to teach
  5. Work towards meeting the requirements for a preliminary CTE license
I am a restricted CTE license-holder working towards a preliminary CTE license so I can continue to teach a high school CTE Program
  1. Continue in your CTE teaching position and be endorsed by the hiring school district
  2. Follow your Three-year Professional Development Plan (PDP) designed by the Instructor Appraisal Committee (IAC)
  3. Apply, through TSPC, for the Preliminary CTE License in the career area for which you are qualified to teach once you have completed the PDP
I am a fully licensed teacher wanting to add a CTE endorsement to a current Oregon teaching license so I can teach a high school CTE Program
  1. Apply for a CTE teaching position and be endorsed by the hiring school district
  2. Contact the acting PACTEC Regional Coordinator, Jan Osborn, (Jan Osborn or jan.osborn@pcc.edu)
  3. Instructor Appraisal Committee will review credentials
  4. Complete the ODE-approved CTE application process, which will include completion of a CTE Professional Development Plan, additional industry experience or education through the CTE Professional Development Plan, and the License for Conditional Assignment (LCA) process.
  5. Complete the Intro to CTE in Oregon course and any additional industry experience assigned in the professional development plan.
  6. Apply for a CTE Endorsement in the career area for which they are qualified to teach through TSPC
I am a fully licensed CTE teacher in another state who wants to teach a high school CTE program in Oregon
  1. Apply for a CTE teaching position and be endorsed by the hiring school district
  2. Contact the acting PACTEC Regional Coordinator, Jan Osborn, (Jan Osborn or jan.osborn@pcc.edu)
  3. Instructor Appraisal Committee will review credentials
  4. Apply, through TSPC, for the ODE Reciprocal CTE license in the career area for which you are qualified to teach
