Project SHIFT (Sustainable HVAC, Infrastructure, and Fleet Technology)

Established in July of 2025, SHIFT is a collaborative project between Portland Community College (PCC), Portland Community College Foundation, and the Bureau of Fleet & Facilities (BFF), and is funded by a grant from the Portland Clean Energy Community Benefits Fund (PCEF).
Our goal is to expand regional access to trades education in fleet and facility maintenance by building stronger pipelines into educational pathways in automotive service technology, diesel service technology, pre-trades for pre-apprenticeship, and facilities maintenance technology. We prioritize supporting communities that have been historically under-resourced by sustainability, climate action, and clean energy programs.
This collaboration will also develop and deliver new programs in Electric Vehicle (EV) Maintenance and Building Energy Management (BEM) to grow the knowledge and skills of workers across the region in these new clean technology fields.

Feeling ready to enroll at PCC but facing financial barriers? We have scholarships available for certain academic programs that are related to fleet and facilities maintenance. SHIFT provides an Academic and Tools scholarship that covers tuition, class materials, and toolkits. Emergency grants provide assistance with childcare, transportation, housing, and medical expenses.
