Health savings account (HSA)

Eligible employees – full-time and part-time: Faculty, Classified, Managerial, Academic Professionals, and Confidential employees who are eligible for participation in the PCC health plans. Moda Plan 6 and Kaiser Plan 3 participants may elect to contribute to an HSA account. You may choose any HSA provider; however, Optum is the only provider through which PCC will provide pre-tax payroll contributions.

New for 2026-2027: If you enroll in Kaiser Plan 3 or Moda Plan 6 High Deductible Health Plans (HDHP), PCC will give you the remaining balance of your Cap after the premiums are paid, which you may then invest in a pre-tax HSA or one of our retirement savings options.

An HSA is a tax-advantaged account established to pay for qualified health expenses for those who are covered under a High Deductible Health Plan (Moda Plan 6 or Kaiser Medical Plan 3).

The benefits of an Optum HSA are:

  • Pre-tax payroll contributions that give you a triple tax advantage because the money you add to your HSA goes in, grows, and comes out income tax-free when used for qualified medical expenses such as your high deductible, copays, coinsurance, medications, and other health expenses.
  • Funds are easily accessible with an Optum HSA spending card or through a reimbursement request. The Optum Bank app lets you easily check your balance, submit a claim, or invest your HSA funds.
  • Any unused funds are yours to retain in your HSA to use toward your future healthcare expenses, even if you leave PCC. No use it or lose it.

You are eligible for an HSA if:

  • You cannot be claimed as a dependent on someone else’s tax return.
  • You must be covered under a high-deductible health plan (HDHP) on the first day of the month.
  • You are not enrolled in Medicare or other health coverage except what is permitted by the IRS.

You are not eligible for an HSA if:

  • You do not file U.S. taxes.
  • You are Medicare eligible.
  • You are on Tricare.
  • You have received Veterans Affairs benefits in the last three months.
  • You can be claimed on someone else’s taxes.
  • You participate in an FSA health expense account or an HRA in the same calendar year.
    • You must wait until 2027 to enroll in an HSA if you have a 2026 health FSA account.

If you have dual medical coverage, both of your plans must be high-deductible health plans.

HSA contribution limits

2025
  • $4,300 single
    • For primary account holders age 55 and older, the HSA contribution limit is increased by $1,000 per calendar year.
  • $8,550 family
2026
  • $4,400 single
    • For primary account holders age 55 and older, the HSA contribution limit is increased by $1,000 per calendar year.
  • $8,750 family
2027
  • $4,500 single
    • For primary account holders age 55 and older, the HSA contribution limit is increased by $1,000 per calendar year.
  • $9,000 family

You are responsible for monitoring and adhering to the IRS HSA contribution limits.

You may open an HSA account with any HSA provider, but the PCC vendor is Optum. PCC offers the option of pre-tax payroll contributions to Optum only.

You may contribute to an Optum HSA account by enrolling in Workday after September 1, and after you have selected the HDHP in MyOEBB. Submit your contribution election in Workday under the Benefits and Pay section, then select the “Benefits You Can Change Anytime” event and follow the prompts. You may make changes to your HSA contribution at any time in Workday.
