Course Description

Introduces K-12 educators to sheltered instruction strategies necessary to design effective and culturally responsive learning experiences for multilingual learners. Explores language development and high-impact strategies all learners can benefit from. Examines the complex socio-cultural issues and the holistic needs of multilingual learners as they transition into the U.S. school system, preparing teachers to support every learner. Audit available.

Intended Outcomes for the course

Upon successful completion of the course, students should be able to:

  1. Design and implement distinct sheltered instruction strategies to make grade-level content accessible for Multilingual Learners.

  2. Analyze and identify the stages of second language development and utilize this understanding to differentiate instruction and assessment; as well as utilize a variety of strategies to support heritage speakers.

  3. Examine and articulate the complex socio-cultural and holistic factors affecting immigrant students' transition into the U.S. school system and integrate culturally responsive practices into their instructional planning.

Aspirational Goals

1. The classroom community will foster a sense of belonging and connectedness.

2. Students will gain confidence in creating teaching and learning experiences for multilingual and diverse learners.

3. Students will become curious and reflective practitioners always willing to make mistakes and continuously improve.

Course Activities and Design


The course will function as a lecture class with a hands-on, cooperative format. The student will be able to create necessary strategies within the curriculum to produce appropriate, clearly defined, comprehensible content, as well as supplementary materials, adaptation of content, and meaningful activities for Multilingual Learners.

Outcome Assessment Strategies


Students will be evaluated, and criteria developed for assigning a course grade using the following tools:

  • written assignments
  • presentation of instructional materials
  • participation in group and class discussion
  • classroom observation activity
  • final project: lesson plan demonstrating an understanding of effective strategies for multilingual students.

Course Content (Themes, Concepts, Issues and Skills)

 Students will:

  • Respond orally and in writing to reading assignments
  • Observe a multilingual or sheltered classroom and analyze use of effective strategies
  • Develop culturally responsive strategies, specifically for assisting multilingual students and their families in their interactions with the US American K-12 educational system.
  • Create final project as part of a team: a thematic sheltered lesson plan for multilingual students.

In addition the students will demonstrate:

COMMUNICATION: Graduates of Portland Community College should be able to communicate effectively by determining the purpose of communication; analyzing audience and context to sue appropriate language and modality; and by responding to feedback to achieve clarity, coherence, and effectiveness.

COMMUNITY AND ENVIRONMENTAL RESPONSIBILITY: Graduates of Portland Community College should be able to apply scientific, cultural, and political perspectives in understanding the natural and social world and in addressing the consequences of human activity both globally and locally, demonstrating an understanding of social change and social action.

CRITICAL THINKING AND PROBLEM SOLVING: Graduates of Portland Community College should be able to think critically and creatively to solve problems, understanding and using various methods of reasoning and evaluating information and it sources.

CULTURE AWARENESS: Graduates of Portland Community College should be able to demonstrate an understanding of the varieties of human cultures, perspectives, and forms of expressions as well as their own culture's complexities.

PROFESSIONAL COMPETENCE: Graduates of Portland Community College should demonstrate mastery in a discipline of profession at a level appropriate to program and transfer requirements through the application of concepts, skills, processes, and technology in the performance of authentic tasks that enhance community involvement and employability.

SELF-REFLECTION: Graduates of Portland Community College should be self-appraising in applying the knowledge and skills they have learned, examining and evaluating personal beliefs and comparing them with the beliefs of others.
