 Job Summary

Under the direction of the Library Dean, manages the day-to-day operations of functional areas of the Library’s Web Services and Technology department. The scope of responsibility includes all libraries and points of service delivery at the College. Participates in the development, recommendation, and administration of the Library’s policies, procedures, and processes. Oversees and provides budget input in assigned areas. As a member of the library’s senior management team, the incumbent represents the Web Services and Technology department and plays a leadership role in fostering collaborative strategies to shape a robust and sustainable environment for equitable student success and life-long learning with internal and external partners.

Typical Duties and Responsibilities
  1. Provides strategic and operational leadership for assigned department and serves on the Library’s senior management team. Remains current in library services and resources, technology, equipment, and systems.
  2. Develops, recommends, and administers policies, procedures, and processes in area of assigned responsibility and in collaboration with other library managers and employees.
  3. Develops and implements culturally responsive and inclusive operations that center on historically underserved and marginalized communities. Accountable for creating access and ensuring equitable student outcomes. 
  4. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary. Evaluates, supports, and provides guidance on professional development plans and goals for employees in assigned areas of responsibility in accordance with practices, policies, and collective bargaining agreements. Contributes to organization development for the Library.
  5. Collaboratively manages the administration of the integrated library system (ILS) and other library-related systems, in assigned functional areas.
  6. Oversees, monitors, and provides budget input for assigned functional areas. 
  7. Manages procurement activities in assigned area working in collaboration with internal and external departments. Ensures the execution of library-related contracts. 
  8. Evaluates new technology and products and makes appropriate recommendations for purchase and implementation. Provides project management for applicable technology deployments. 
  9. Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports, surveys or other communication mediums.
  10. Leads and manages the installation, configuration, troubleshooting, maintenance, and repair of applicable Library technologies and associated equipment, in assigned area of responsibility and in collaboration with subject matter experts. 
  11. Represents PCC in work-related efforts at the Orbis Cascade Alliance, a consortium of academic libraries in the Pacific Northwest.
  12. Serves as liaison with other departments and students within the College in order to provide information on available resources, programs and/or services. Cultivates and manages relationships with key stakeholders.
  13. Supervises academic professionals, classified staff, technical/support, and student staff. 
  14. Provides technical leadership, expertise, and direction for Library web services, including Library website, servers, applications, and third-party tools. Oversees usability and accessibility of Library website and online presence.
  15. Ensures system and server integrity, reliability, responsiveness, security, and compliance with College policies. 
  16. Manages library authentication infrastructure, including but not limited to proxy server and integrations with College identity management.
  17. Supports local ILS administration and discovery interface in areas requiring programming. Responsible for configuring the library’s discovery layer. 
  18. Collaborates with College partners on integrations with student information and course management systems. 
  19. Oversees the Library’s employee technology environment including computer, printer, and peripheral equipment installations, configurations, and images. Develops and ensures accurate technology recordkeeping and documentation. 
  20. Performs other related duties as assigned.
Minimum Qualifications

Bachelor’s Degree in Information Technology or Computer Science discipline. Relevant experience may substitute for the degree requirement on a year-for-year basis. 

Three years’ progressively responsible experience related to areas of assignment, including experience with integrated library systems and other library-related software and technologies. One year of supervisory experience. 

Successful completion of PCC Lead Academy or a comparable external leadership training program may substitute for up to 6 months of lead or supervisory experience. 

Working Conditions

Work environment includes frequent disruptions and changes in priorities. Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
