Job Summary
Under the direction of the Library Dean, manages the day-to-day operations of functional areas of the Library’s Technical Services department. The scope of responsibility includes all libraries and points of service delivery at the College. Participates in the development, recommendation and administration of the Library’s policies, procedures and processes. Oversees and provides budget input in assigned areas. As a member of the library’s senior management team, the incumbent represents the Technical Services department and plays a leadership role in fostering collaborative strategies to shape a robust and sustainable environment for equitable student success and life-long learning with internal and external partners.
Distinguishing Characteristics
The Library Technical Services Manager has overall responsibility for providing planning, and direction to functional areas within the Library’s Technical Services department. The incumbent functions as system administrator for integrated library systems in the assigned areas of responsibility. Ensures that resources for academic research in all formats are available to college students, faculty and staff in an efficient manner. The Library Technical Services manager takes a collaborative, team-based approach to supporting the collection, management, and analysis of statistics and other data for library-wide assessment, planning, and reporting requirements.
Typical Duties and Responsibilities
- Provides strategic and operational leadership for assigned department and serves on the Library’s senior management team. Remains current in library services and resources, technology, equipment, and systems.
- Responsible for providing day-to-day operational support for the Technical Services department.
- Develops, recommends, and administers policies, procedures, and processes in area of assigned responsibility and in collaboration with other library managers and employees.
- Develops and implements culturally responsive and inclusive operations that center on historically underserved and marginalized communities. Accountable for creating access and ensuring equitable student outcomes.
- Supervises academic professionals, classified staff, technical/support, and student staff. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary. Evaluates, supports, and provides guidance on professional development plans and goals for employees in assigned areas of responsibility in accordance with practices, policies, and collective bargaining agreements. Contributes to organization development for the Library.
- Collaboratively manages the administration of the integrated library system (ILS) and other library-related systems, in assigned functional areas.
- Maintains, develops, and improves workflows in the integrated library system and other library computer applications within the Library’s Technical Services areas, including acquisitions, resource management for physical and online collections, and metadata.
- Oversees, monitors, and provides budget input for assigned areas.
- Manages procurement activities in assigned area working in collaboration with internal and external departments. Ensures the execution of library-related contracts.
- Evaluates new technology and products and makes appropriate recommendations for purchase and implementation. Provides project management for applicable technology deployments.
- Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports, surveys, or other mediums.
- Leads and manages the installation, configuration, troubleshooting, maintenance, and repair of applicable Library technologies and associated equipment in assigned areas of responsibility and in collaboration with subject matter experts.
- Responsible for ensuring access to Library content in the online learning environment.
- Leads and manages collection development processes college-wide, including coordination of weeding efforts. Provides fiscal oversight for the Library’s collections budget. Manages budget allocations, acquisitions processes, and purchase/licensing models for physical and electronic material, maintains vendor relationships, and leads electronic license negotiations.
- Serves as liaison with other departments and students within the College in order to provide information on available resources, programs and/or services. Cultivates and manages relationships with key stakeholders.
- Represents PCC in work-related efforts at the Orbis Cascade Alliance, a consortium of academic libraries in the Pacific Northwest.
- Performs other related duties as assigned.
Working Conditions:
Work environment includes frequent disruptions and changes in priorities. Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
Minimum Qualifications
American Library Association-accredited or equivalent Master’s degree in library and information science. Three years’ progressively responsible experience related to areas of assignment, including experience with an integrated library system and other library-related software and technologies. One year of supervisory experience.
Successful completion of PCC Lead Academy or a comparable external leadership training program may substitute for up to 6 months of lead or supervisory experience.
