Nature and Scope of Work

Under the general supervision of the Safety and Risk Manager, incumbent is responsible for obtaining, recording, and maintaining all related college risk management, safety and loss control records, coordinating and conducting related training. Investigates liability claims and files claims with the college’s property insurance carrier. Some decisions require the incumbent draw from knowledge and past experience in resolving issues not clearly defined in established policies/procedures. Incumbent interacts with staff, the public, insurance adjusters and attorneys presenting and exchanging information that may be technical or complex.

Principal Accountabilities

  1. Receives and processes notices of claims and lawsuits served on Portland Community College. Takes telephone calls and in-person complaints from persons filing claims against Portland Community College for property damage and/or bodily injury.
  2. When necessary takes pictures of accident scene, gathers police reports, witness/driver statements, memos, and records from various Portland Community College departments as part of the claims investigation process.
  3. Completes all liability claim forms and forwards copies along with all supporting documentation collected during the investigation process to Portland Community College’s insurance carrier and agent.
  4. Files claims against Portland Community College’s property insurance carrier for losses due to fire, theft, etc. Gathers information regarding value of property, age, date purchased, etc. Tracks proof of loss statement and status of claim.
  5. Creates and maintains claim files for all liability and property claims. Inputs data into computer database indicating their status, settlement amounts and defense costs. Closes files when payment received or claim denied.
  6. Receives and maintains all reports of damage to Portland Community College property caused by a third party. Notifies appropriate department regarding repair estimates.
  7. Handles all subrogation against third party claims. Sends demand letters seeking restitution for damaged property as part of criminal cases. Sends invoices and creates payment schedules with installment notes. Sends outstanding claims to collection attorney and tracks status.
  8. Works with insurance adjusters and/or attorneys handling claims cases by gathering additional information for them as needed.
  9. Coordinates and conducts employee training sessions on all college safety and risk services polices and procedures related to OSHA, DEQ, Risk Management, Insurance and College Procedures and Policies.
  10. Performs related duties as assigned.

Work Environment

Work is generally performed in an office setting and requires use of personal vehicle. Video display terminal exposure will occur. Work pressure, disturbances of work flow, and/or irregularities in work schedule (including extended work hours) may occur.

Physical Requirements

Learned physical skill is required to perform keyboarding and/or ten-key functions. Occasional lifting, guiding and/or carrying of light-weight materials or equipment may be required.

Minimum Qualifications

Associate’s Degree in Business Administration or paralegal or related area. Experience performing the duties described above may substitute for the degree requirement on a year for year basis. Two years relevant experience in claims and combined additional year experience in safety training and loss control. Must have Claims Adjuster License or obtain such licensure within six months of hire.
