Nature and Scope of Work

The ETAP (Excellence in Trades and Apprenticeship Preparation) Program Coordinator is responsible for the design, development, implementation, and coordination of services to individuals, employers, local apprenticeship committees, and community organizations for the purpose of increasing the number of women and people of color in Oregon apprenticeship occupations. The position requires that the incumbent market the program; act as liaison among schools, business, industry and labor; provide case management support for students currently enrolled in the program by providing advising, career counseling and advocacy; and facilitate monthly program seminars for students.

Principal Accountabilities (includes some or all of the following)

  1. Coordinate all aspects of the development, delivery, and evaluation of ETAP Program services. Develop and implement program policies and procedures, ensuring that contractual agreements are met.
  2. Oversee all recruitment efforts to market the ETAP Program to schools and community organizations. Develop and deliver professional presentations regarding construction trades and apprenticeship to local and state groups.
  3. Facilitate the intake and application process for ETAP students. Develop and oversee policies for program eligibility and appropriateness of students of students accepted into the ETAP Program.
  4. Initiate and coordinate the development of grant proposals. Oversee implementation of grants awarded.
  5. Develop and/or participate in curriculum development to ensure students are prepared for entry into apprenticeship programs. Work with instructors, industry partners, or subject experts to develop course objectives and course content guides.
  6. Provide oversight to staff. Plans, implements and monitors budget expenditures.
  7. Maintain case files. Write detailed case notes. Track program/grant required statistics and summarize in report form.
  8. Actively participate in professional organizations and committees at the local and state level as it relates to apprenticeship program recruitment and retention of women and people of color in the construction trades.
  9. Facilitate the participation of employers, labor organizations, and government organizations through the ETAP Program Advisory Council.
  10. Perform related duties as assigned.

Work Environment and Physical Requirements

Work is typically performed in an office environment. Occasional evening and weekend hours is required. Physical exertion is not a normal requirement of this job.

Minimum Qualifications

Bachelor’s degree in Human Resource Management, Business Administration, Social Science, Communications, or related field. Experience performing the duties of this job may substitute for the degree requirement on a year for year basis.

Demonstrated experience working with college students, clients or at-risk populations. Experience in case management in a social service or educational setting.
