Nature and Scope of Work

The Access Resources Coordinator is responsible for coordinating all disabled services to students requesting accommodation. The Coordinator will work with students in developing a reasonable accommodation for classes offered through Portland Community College (PCC), including identifying accommodations for distance learning which can place students throughout the US and abroad. The Coordinator must research and remain current on new disabilities, case law, and state and federal regulations and apply that information to PCC’s Disability Services. Services required by students vary by disability and requires knowledge of physical, sensory, learning, and psychiatric impairments so that students can participate in all areas of college curriculum. The Coordinator works independently with decisions impacting student success and college liability.

Principal Accountabilities (includes some or all of the following)

  1. Coordinates taping services district-wide for students who are blind or print disabled. Orders available recordings from local service providers. Recruits and trains volunteers and hired staff to record material for students.
  2. Coordinates test proctoring services for students with disabilities district wide. Works with instructor and student in identifying date and time for test. Ensures materials are received and secure. Recruits and trains aides in proper test proctoring.
  3. Coordinates the Disability Services Resource Center. Designs area to meet a wide variety of student needs (such as distraction-free testing sites and wheelchair-accommodated worksites). Coordinates tutor services. Hires, trains, and schedules Resource Center Aides. Monitors center and assists students.
  4. Coordinates Accessibility Aide services district-wide. Recruits student, work study, or casual employees to provide classroom aid assistance to students with disabilities. Trains aides on specific disability and on legal issues relative to what the aide can or can not do.
  5. Coordinates note-taking services district wide. Counsels students with disabilities on how to approach classmates for note taking assistance. Provides carbonless paper supplies or make copy machine available to note takers.
  6. Coordinates GED® special accommodations, ensuring the college is following ADA and GED® regulations. Documents, evaluates, and determines reasonableness of accommodation requests. Submits information to State of Oregon for approval. Administers the test.
  7. Coordinates special tutorial support services for all campuses. Develops and implements policies and procedures for requesting and receiving service delivery. Evaluates priority of student request. Recruits, hires, and trains qualified tutors. Monitors quality of tutoring services.
  8. Develops and supervises Mentoring Project for at-risk students. Determines eligibility criteria and selects students for program participation. Mentors students and provides instruction on organizational and study skills. Maintains contact logs and service records. Acts as liaison with counselors on student progress.
  9. Develops and implements policies and procedures. Participates in annual budget development. Monitors and oversees budget. Justifies expenditures.
  10. Performs related duties as assigned.

Work Environment

Work is performed in an office environment.

Physical Requirements

Light physical exertion required in the periodic handling of medium-weight parcels and supplies. Occasional moving of furniture or setting up new equipment in the Resource Center requires the ability to lift, bend, stoop, or crawl.

Minimum Qualifications

Master’s degree in Education, Special Education, or related field. Experience performing the duties of this job may substitute for the degree requirement on a year-for-year basis.

Demonstrated experience working with individuals who have disabilities. Demonstrated experience recruiting and training volunteers and hired staff. Experience assessing educational needs of adult disabled students. Experience working with a wide variety of physical, sensory, learning, and psychiatric impairments. Proficiency in American Sign Language desirable.

Knowledge, Skills, and Abilities

Knowledge of:
  • Considerable knowledge of current disability laws and court decisions regarding the college’s responsibilities to students with disabilities.
  • Considerable knowledge of changing disabling conditions.
  • Knowledge of rules governing confidentiality.
  • Knowledge of local, state, and federal community resources.
  • Knowledge of basic counseling and behavior management techniques.
