Job Summary

Under the direction of the Executive Director of Strategic Procurement & Contracting, performs senior level software and data systems analysis and development in support of the College’s Finance department. Plans, designs, builds, tests, and maintains or assists in maintaining the Finance system backend architecture, business logic, integrations, reports, dashboards, and analytics within the College’s enterprise resource planning (ERP) system. Gathers and documents business requirements, analyzes financial processes and data flows, designs and maintains the underlying data structures and integrations that support financial reporting, and prioritizes work to support accounting, budgeting, treasury, payroll, procurement, accounts payable, and related financial operations. This position works regularly with sensitive financial reporting and data and is responsible for maintaining its confidentiality, integrity, and security.

Distinguishing Characteristics

The Financial Business Systems Analyst designs, builds, and maintains the backend architecture and reporting layer that supports the College’s financial operations. The position focuses on translating Finance business needs into sound system design, data structures, integrations, reports, and dashboards, and on maintaining the accuracy, usability, security, and integrity of financial data and reporting, including confidential reporting.

Typical Duties and Responsibilities
  1. Assesses Finance customer and business process requirements; analyzes the structure and flow of work and data that support those needs; evaluates possible solutions; and recommends solutions that support the mission, values, and goals of the College.
  2. Designs, develops, and maintains the backend architecture of financial systems, including data models, business process configuration, calculated fields, business logic, and the underlying structures that support financial reporting and analytics.
  3. Designs, builds, and maintains integrations between the ERP and internal and third-party systems, ensuring secure, least-privilege access to College financial data.
  4. Designs, builds, tests, and maintains reports, dashboards, and analytics to support Finance operations, including budget, general ledger, accounts payable, accounts receivable, treasury, grants, and procurement reporting. Develops and maintains report outputs and KPI dashboards) that present financial metrics to Finance management.
  5. Develops and maintains confidential and sensitive financial reports and applies appropriate security and access controls so that confidential information is available only to authorized users.
  6. Translates Finance stakeholder requirements into clear design, reporting, and analytics specifications; partners with Finance staff to validate data, confirm calculations, and ensure reports and system outputs meet user and audit needs.
  7. Leads or participates on project teams responsible for financial system implementation, configuration, and upgrades; helps determine project scope and tasks; contributes to project work plans and timelines; monitors milestones; and reports progress to management. Works closely with technical staff, vendors, and contacts from other institutions to support timely and efficient completion of projects.
  8. Supports problem resolution related to financial application software, integrations, reporting, and data through a cooperative relationship with District Technical Support Services. Performs system support and development activities for assigned financial systems, integrations, reporting tools, and configurations.
  9. Creates and maintains standards, procedures, data definitions, technical documentation, and architecture documentation related to financial systems, integrations, and reporting.
  10. Implements system, integration, report, and data changes, and designs and administers access to financial systems and information using approved information technology security policies, standards, and guidelines.
  11. Develops and maintains processes and procedures for supporting compliance with applicable federal and state regulations and helping to minimize financial liability of the College.
  12. Effectively communicates with all levels of the organization to ensure project success and to confirm that user and reporting needs are identified and met. Makes presentations to a variety of audiences within the College community and, as appropriate, to external organizations.
  13. Participates in meetings, groups, and committees to confer about system and process analysis, evaluate the cost, benefit, and complexity of new development, reporting, or system work, prepare for testing, and support the roll-out of new architecture, integrations, reports, dashboards, and system upgrades.
  14. Researches and recommends system, integration, report, dashboard, and data configurations to ensure optimum performance and to meet the financial reporting needs of the College.
  15. Prepares proposals and cost estimates for new tools, system enhancements, integrations, and analytics; performs analysis of new technologies relevant to financial systems and reporting.
  16. May help define a development and testing environment suitable for evaluating new financial system tools, integrations, and configurations.
  17. Serves as a systems expert on development, reporting, and analytics resource for Finance managers and staff, and provides training to Finance staff.
  18. Supports Finance in providing quality information management for College operations.
  19. Develops and maintains confidential financial reporting and applies access controls needed to protect restricted data.
  20. Provides training to Finance staff on financial reports, dashboards, and effective system use.
  21. Maintains documentation and data definitions for financial systems, integrations, reports, and dashboards to support consistency and auditability.
  22. May perform all or some of the responsibilities above, and all positions perform other related duties as assigned.
Minimum Qualifications

Bachelor’s degree in Business Administration, Accounting, Finance, Business Systems, Computer Science, Information Technology, Computer Information Systems, or a related field. Relevant experience may substitute for the degree requirement on a year-for-year basis. Four years of business systems analysis, financial systems, or software development experience, including experience designing system architecture, building integrations, and developing reports and dashboards in an enterprise system.

Work Environment and Physical Requirements

Work is generally performed in an office environment, with frequent interruptions and irregularities in the work schedule. Frequent fingering, reaching, sitting, walking, standing, lifting, stooping, or carrying of equipment and materials may be required. Incumbents may be required to lift and carry up to 25 pounds.
