Director of Infrastructure Services and Deputy Chief Information Officer

Under the direction of management, the Director of Infrastructure Services and Deputy Chief Information Officer oversees, manages, and has overall accountability for the effective operations and services of multiple and varied assigned divisions within the IT department. Plans, organizes, manages, and enhances applicable functional areas in support of College objectives. Develops and provides strategic direction for project management, technology adoption, and the installation and upgrading of applicable hardware, software, and/or other technological systems. Responds to inquiries from College departments and/or external agencies and supervises management, administrative professionals, paraprofessionals, technical/support staff, and/or casual and student workers.
Distinguishing Characteristics
The Director of Infrastructure Services and Deputy Chief Information Officer has overall responsibility and accountability for providing leadership, planning, direction, and strategic guidance to multiple large, complex, and varied IT division areas.
Typical Duties and Responsibilities
- Leads, plans, implements, administers, evaluates, and enhances the operations, processes, projects, and services of multiple large, complex, and varied IT divisions.
- Supervises management, academic professionals, classified staff, technical/support, interns and/or casual or student staff. Reinforces staff’s development of PCC’s leadership competencies. Hires, evaluates, trains, disciplines, and recommends dismissal of staff as necessary.
- Develops, recommends, and administers policies, procedures, and processes for College technology services and operations; implements and monitors compliance with approved policies, procedures, and processes, ensuring alignment with College mission, values, goals and objectives and local, state, and federal laws and regulations.
- Participates in long-range technology planning for the district, working cooperatively with College leadership and others to develop strategic and tactical plans to facilitate and coordinate the delivery of technology services. Evaluates technology, sets standards, and makes and executes appropriate recommendations for purchase and implementation. Provides project management for applicable technology deployments.
- Periodically reviews effectiveness and performance of assigned IT divisions and makes efforts to innovate and enhance systems, services, and support; directs modification of related processes and procedures for continuous process and outcomes improvement.
- Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports or other communication mediums.
- Builds and maintains strong vendor partnerships. Manages and/or oversees the execution of technology-related contracts.
- Tracks, reviews, and tests new technologies and techniques. Establishes procedures to support research and development activities to determine the suitability of new technology and procedures. Oversees the management of leased and purchased hardware and software.
- Working in collaboration with other internal departments, manages priorities and coordinates activities between campuses, centers, and the district IT department.
- Manages and participates in the most complex configuration, maintenance, and repair of applicable technologies and associated equipment.
- Oversees, analyzes, and makes budget decisions in alignment with College strategy, values and priorities. Forecasts funds needed for staffing, equipment, materials, and supplies. Approves expenditures and implements budgetary adjustments as appropriate.
- Leads or participates in/on a variety of meetings, committees, and/or other related groups to communicate information regarding programs, resources, services, and/or to drive College-wide technology strategies as appropriate.
- Serves as a liaison within the College and/or to external agencies in order to provide information on available resources and/or services and guide strategy. Builds partnerships internally/externally and responds to inquiries from the College departments and/or external agencies.
- Performs other related duties as assigned.

Deputy Chief Information Officer
Positions assigned to Deputy Chief Information Officer may also be responsible for:
- Strategic technology leadership, institutional governance, risk management, and delegated authority to act as CIO/AVP.
- Cross-divisional technology integration and enterprise program management.
- Strategic alignment of IT services and investments with institutional goals.
- Long-term fiscal and operational sustainability.
- Innovation, digital transformation, and data-informed decision making
Work Environment and Physical Requirements
Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
Minimum Qualifications
Bachelor’s Degree in Computer Science, Information Technology, or related field. Relevant experience may substitute for the degree requirement on a year-for-year basis. Eight (8) years of progressively responsible, professional experience related to information technology at a management level, to include four (4) years of supervisory experience.
