Job Summary

The Talent Management & Development Program Manager is responsible for the design and implementation of effective and inclusive educational programs encompassing onboarding, Workday Learn and employee development across the College. As part of the Talent Management and Development team, the manager engages in best practices of adult education and shepherds the culture of belonging.

Typical Duties and Responsibilities

  • Oversees and coordinates college-wide talent management and development programs that encompass all employee groups and foster a sense of community. 
  • Leads the design and delivery of training and professional development programs.
  • Develops and maintains relevant content/curriculum and service delivery methods/materials; maintains online content and uses Learning Management System (LMS).
  • Collects and analyzes a variety of complex data and information in various formats; performs needs assessment and modifies programming accordingly.
  • Promotes culturally responsive and inclusive program operations. Supports flexible service delivery modalities that enhance access and equitable student outcomes.
  • Communicates information regarding services; advertises course offerings and enrolls employees. 
  • Collaborates with partners across the College and shared governance bodies in order to provide information and ensure alignment.
  • Develops and maintains training metrics, analyzes learning effectiveness, and uses data insights to enhance development strategies; continually monitors and evaluates effectiveness of content.
  • Develops administrative and programmatic systems and procedures to ensure effectiveness of programs. Develops and maintains program management tools and documentation.
  • Serve as an internal facilitation resource for team meetings, all-staff events, and other facilitation needs.
  • Performs other related duties as assigned.
Position-Specific Duties and Responsibilities
Onboarding
  • Owns the onboarding process for all employee types day zero through day 90 of employment, including Workday business processes.
  • Collects and analyzes metrics related to ramp time and retention.
  • Develops and implements a comprehensive New Employee Orientation program that encompasses all employee groups, fosters a sense of belonging, builds confidence in understanding processes and systems and introduces important people and teams.
  • Ensures employees are welcomed and partners with managers to ensure a positive and productive onboarding process, supporting a consistent onboarding experience aligned with inclusive learning approaches.
  • Offers programs on a regular cadence that captures new employees near their start date.
Learning Management
  • Ensures employees have access to education via Workday Learn, including compliance training, self-serve professional development, and scheduled in-person training. 
  • Manages all content and leads learning administrators within the LMS; leads vendor and integration management.
  • Collaborates with partners across PCC overseeing the implementation and use of learning systems and platforms: Workday Learn, LinkedIn Learning, Career ladders and job competencies.
  • Coordinates operation and use of Workday Learn.
  • Develops integrated talent/performance/learning reports, dashboards and portals in support of the learning organization, and ensures LMS data is leveraged within the organization.
Talent Development
  • Develops effective employee development programs that meet employees where they are while deepening knowledge and skills across roles. 
  • Launches and manages college-wide learning initiatives, which may include manager and supervisor training, internship and/or job sharing programs, hiring committee training, performance management training, and high potential programs.

Work Environment and Physical Requirements

Work is generally performed in an office environment with frequent interruptions and changes in priorities, with occasional irregularities in the work schedule. Working hours may vary and some evening or weekend work may be necessary. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily. Requires frequent in-district and occasional out-of-district travel.

Minimum Qualifications

Bachelor’s degree in human resources, business administration, education, organizational development, or related field. Relevant experience may substitute for the degree requirement on a year-for-year basis. Minimum of four (4) years in learning and development, with time spent both developing educational content and facilitating in virtual, hybrid, and in-person classroom environments.

OR Bachelor’s degree in any field and five (5) years of progressively responsible experience related to the area of assignment.
