Job Summary
Under the direction of management, performs general duty public safety work in the protection of life and property throughout the College. Utilizing established procedures, responds and takes appropriate action in the event of crime, fire or medical emergencies. Conducts foot, bicycle and vehicle patrol on a random basis. Takes action, when necessary, in the enforcement of state and local laws, and College policy and regulations. Provides a broad scope of assistance to students, staff, faculty, and the public, ranging from dispensing simple directions to performing emergency medical first responder activities and intervening in situations of criminal or violent nature. Work may include making presentations on behalf of the department, training employees, representing the department at functions, and serving as a field trainer within the district as assigned. Assigned authority and responsibility is usually campus specific, however, may include multiple campuses, or extend throughout the entire College district. May be required to act as on-scene incident commander in emergency situations. Performs work as designated essential personnel.
Distinguishing Characteristics
This is the senior level within the Public Safety Officer job family. Incumbents in this classification perform a full range of Public Safety Officer duties in support of the assigned campuses and/or centers. Performs tasks in direct support of department leadership including providing assistance in the planning, research, development, and implementation of department policies; training of employees; performing internal investigations; making presentations on behalf of the department and representing the department at meetings and functions.
Principal Accountabilities (may include some or all of the following)
- Provides customer service, information and assistance to students, staff, faculty and the general public. May be required to broadcast emergency messages using appropriate notification systems. Provides motorist assists and other appropriate courtesy services to students, staff, faculty and the public.
- Conducts foot, bicycle and vehicle patrol of College property, makes inquiries regarding incidents, gives warnings and citations, detains individuals as necessary and uses force when appropriate as defined by policy.
- Performs security and safety checks of College grounds and facilities to ensure a safe and healthy environment. Identifies safety hazards and assists first responders to hazardous material incidents. Secures and provides authorized access to College facilities during hours of operation. Takes appropriate action in response to intrusion and panic alarms. Responds to fire and medical emergencies, and provides crisis intervention in conflict or emergency situations. Evaluates circumstances, coordinates outside responses, secures hazardous areas, and performs as an emergency first responder. Provides on-scene incident command in emergency situations.
- Investigates situations and complaints, defines solutions, meets with public safety staff and other involved parties.
- Serves as liaison with College administration for public safety services and Acts as back up to Lieutenant as Department of Public Safety representative on committees, meets with campus administrators, discusses problems and incidents. Informs them of any public safety issues which affect the safety/security of a campus or other specific location on College property. Forwards any unresolved issues to the Lieutenant.
- In the absence of the Lieutenant, may coordinate work schedules and assignments of officers as assigned.
- Takes appropriate actions in the event of criminal incidents, fire or medical emergencies. When delegated and in emergency situations, deploys/assigns staff, directs others as necessary, reviews reports, provides information to campus community and officers by notifying appropriate

- May provide or facilitate crime prevention awareness programs, including the preparation and distribution of booklets, flyers, and crime alerts or warnings for the college Assists in providing updated training on the latest theory, knowledge, and practice in crime prevention techniques.
- Supports leadership in the oversight of various specialty programs undertaken by the department, such as bicycle patrol, and the use of covert video cameras in crime suppression and solutions.
- Maintains current knowledge of and complies with laws, College and department policies and procedures, and public safety methods and practices.
- Completes all assigned duties.
- Performs other related duties as assigned.
Work Environment and Physical Requirements
Must be able to work rotating shifts and days off with overtime as required, and early/late hours with call-back hours as needed. Must be able to work inside and outside in extreme weather conditions. May be exposed to stressful or potentially dangerous situations or incidents. Must be able to adapt to rapidly changing environments and continual interruptions during shifts.
Must be able to wear a uniform and equipment weighing approximately 25 pounds. While in uniform, must stand for long periods of time; walk, run, climb, bend, stoop and lift weights commensurate with need to perform medical and/or other assistance; sprint for short spans of time; be physically fit; and, able to use physical force to intervene in situations when necessary. Must be able to pass an initial exposure test and be certified to carry pepper spray.
Must pass pre-employment examination to include physical fitness, vision and hearing standards.
Minimum Qualifications
High school diploma or equivalent. Two years of college level coursework in Criminal Justice, Sociology, Psychology, Political Science or related fields. Two years of experience as Public Safety Officer or equivalent. A combination of training, education, and experience may substitute on a year-for-year basis for the college requirement. Must be 21 years of age.
Must hold private unarmed security licensing as described by Oregon Administrative Rules.
Must have completed Department Field Training and Evaluation Program or be able to obtain it within 6 months from employment. Must have attended and graduated from a PCC DPS training academy program or be able to obtain it within 6 months from employment. Must possess an emergency medical Basic First Aid certification, Basic CPR (Cardiopulmonary Resuscitation) certification, and Basic AED (Automated External Defibrillator) certification.
Must be able to pass both a personal and criminal history background investigation. Must not have been convicted of a felony crime or any crime for which a maximum term of imprisonment of more than one year may be imposed. Must not have been convicted of any law involving the unlawful use, possession, delivery, or manufacture of a controlled substance, narcotic, or dangerous drug. Must have a valid driver’s license for operation of motor vehicles in the State of Oregon and possess an acceptable driving record.
