Job Summary

Under the direction of the Vice President, this position works under broad, administrative direction with responsibility for providing strategic leadership and direction in the planning, implementing, improving, and evaluating of an administrative department and promoting operational improvements. Responds to inquiries from College departments, educational institutions, the community, and/or external agencies and supervises administrative management, professionals, classified, technical/support, and student staff.

Distinguishing Characteristics

The Associate Vice President has overall responsibility and accountability for providing leadership in long-range planning, program development, problem solving, and staff development in an administrative department. At the discretion of the District President, may serve as a member of the President’s Cabinet.

Typical Duties and Responsibilities

  1. Supervises management, academic professionals, classified staff, technical/support, and/or student staff. Evaluates and oversees the development of professional development plans and goals for assigned areas of responsibility in accordance with good management practices, District policies, and collective bargaining agreements. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
  2. Provides primary leadership in guiding, planning, implementing, evaluating, and modifying administrative processes and operational procedures related to assigned department, which has a District-wide impact; interprets and applies federal and state mandated guidelines. Plans, implements, administers, and evaluates related programs, projects, and services impacting the college.
  3. Establishes, monitors, evaluates, and modifies processes, procedures, and/or standards, ensuring alignment with the College’s mission, values, goals, and objectives, as well as all local, state, and federal laws and regulations.
  4. Serves as a liaison to applicable external agencies and industries, internal departments, and applicable educational institutions representing the College with respect to processes and procedures.
  5. Participates on various college committees, including a variety of leadership groups and teams.
  6. Provides leadership in problem-solving and promoting systems improvement in assigned department.
  7. Develops and monitors budgets in assigned department; implements and allocates resources following budget approval; approves expenditures.
  8. Advises and responds to questions from College departments and external agencies regarding complex issues or policies impacting assigned programs and services. Investigates, addresses and resolves problems, grievances, and complaints related to area of responsibility.
  9. Positions in this classification may perform all or some of the responsibilities above and all positions perform other related duties as assigned.
Position-Specific Duties and Responsibilities
Finance

Position assigned to Finance may also be responsible for:

  • Administering Board financial/budget policies and related College procedures, resulting in the development of procedures for financial services operations.
  • Directing the analysis and interpretation of federal, state, and local laws and generally accepted accounting principles, ensuring internal financial policies and procedures are in compliance with applicable laws and principles.
  • Overseeing the College legal and internal budget development process in compliance with the applicable provisions of the Oregon Budget Law.
  • Directing the external audit process and working with external auditors to coordinate applicable processes including serving as liaison between the Board Audit Committee and the external auditors.
  • Working with and coordinating the work of the College Internal Auditor.
Technology Solution Services

Position assigned to Technology Solution Services may also be responsible for:

  • Conducting research to ensure the District is up-to-date with current and emerging technology trends, learning space design, and/or other related technology provisions at higher education institutions.
  • Creates organizational-wide technology analysis, which includes the development of a strategic plan for standardization and consolidation.
  • Develops strategic plans, in collaboration with other applicable staff, to ensure a focused approach for the future for the organization.
Human Resources

Position assigned to Human Resources may also be responsible for:

  • Providing advice and counsel to District President and executive officers on HR policy issues, employee and labor relations matters, and related litigation.
  • Developing and implementing effective strategic Human Resources policies and programs College-wide.
  • Providing overall leadership and strategic direction for College human resource activities.

Minimum Qualifications

  • Finance positions: Bachelor’s degree and one of the following certifications; Certified Public Accountant (CPA) certificate, Certified Managerial Accountant (CMA) certificate, or Certified Public Finance Officer (CPFO). A Master’s degree (MBA) may substitute for certification. Eight years of responsible professional experience related to area of assignment, including a minimum two years mid- to senior-level supervisory experience providing leadership and direction to managers and staff.
  • Technology positions: Master’s Degree and eight years progressively responsible professional experience related to area of assignment, including two years of supervisory experience.
  • Human Resources positions: Bachelor’s degree in Business Administration, Human Resources or related field. Relevant experience may substitute for the Bachelor’s degree requirement on a year-for-year basis. Ten years of progressively responsible, professional experience related to area of assignment, including four years in a senior administrative capacity is required.

Work Environment and Physical Requirements

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
