Course Description

Introduces disaster preparedness for individuals, businesses, communities and governments. Explores the design and preparation of disaster preparedness plans for individuals and local jurisdictions. Examines the relationships between government and non-governmental organizations and services available in disasters. Audit available.

Addendum to Course Description

The emphasis in this course will be with the initial response to and short-term recovery from a major emergency or disaster by local levels of government. There will be an examination of general plan concepts and content as well as hazard, discipline and task specific details. This course will also include the specifics of Incident Action Planning.

Intended Outcomes for the course

Upon successful completion students should be able to:

  • Utilize the FEMA planning theory 
  • Discuss preparedness activities appropriate to individuals, businesses, communities and governments. 
  • Select from pre-packaged state and federal programs appropriate to the audience 
  • Develop a preparedness program when no applicable program is available or appropriate. 

Course Activities and Design

Through lecture and small group activities

  • Develop an Agency general plan
  • Develop a hazard specific plan
  • Develop a discipline specific plan
  • Develop and Incident Action Plan
  • Conduct an Incident Action planning meeting
  • Develop planning meeting agendas

Present various plans through individual and group projects

  • Evaluate student competencies through written and oral presentation of various plans
  • Application of planning theory in a term paper
  • Design a functional emergency plan
  • Role-playing exercises
  • Mock planning meetings
