Under the direction of management, this position coordinates the campus response to student behavioral concerns. This position also assumes a leadership role in the development and implementation of district-wide college policies, procedures, training and education related to student behavior and academic performance issues. Works to ensure that student conduct is administered in a fair, impartial, non-adversarial, restorative, and educational manner and works closely with the appropriate personnel in determining an effective response, consistent with appropriate laws and college policies.


  1. Receives, reviews, and processes reports on student behavioral concerns and alleged violations of the PCC Policy of Student Conduct. Carries out initial research and determines or follows appropriate process or response for a variety of situations, including but not limited to Title IX, care response to students in distress or experiencing trauma, and students who may pose a threat to themselves or others.
  2. Leads threat assessment activities using tools such as NABITA threat assessment, SIVRA-35 and/or other appropriate tools; works to prevent violent situations on campus by identifying potential threats and taking the lead role to coordinate and implement proactive measures in collaboration with the Dean of Students, Public Safety and other departments.
  3. Leads and coordinates the campus Behavior Intervention Team (BIT) designed to address student behavioral concerns in the areas of health and safety. Recommends and coordinates the membership of the BIT teams which includes the Dean of Student Development Office, Public Safety, Counseling, Disability Services, Office of Equity and Inclusion, and other appropriate or needed college staff members to identify possible interventions or responses.
  4. Develops an intervention/response plan and directs the implementation of the plan through resolution. This may involve referring students to appropriate services, both on and off campus. Identifies community resources and establishes collaborative partnerships.
  5. Investigates alleged conduct violations in accordance with the PCC Policy on Student Conduct procedures. Makes case decisions and communicates decisions and sanctions to students. Consults as needed with the Dean of Student Development or designee in cases of possible suspension or expulsion.
  6. Compiles and maintains data on student cases and behavioral concerns in the student conduct/behavior intervention database and other formats; generates and disseminates reports on all case activity. Reviews and analyzes data to make informed decisions and recommendations regarding programming, policies and procedures.
  7. Leads efforts, along with district leadership team, to develop and strengthen policy, procedures, compliance, and programming related to student behavioral issues. Remains current on policy and legal issues including but not limited to Title IX and Office of Civil Rights as well as emergent and best practices in the field. Serves as a resource on complex legal issues evolving in higher education and serves as a student conduct consultant, clarifying procedures and options available in response to student behaviors.
  8. Develops and delivers training to faculty and staff in how to respond to student behavioral concerns. This may include classroom management, best practices/trends around mental health, and PCC policies and procedures (including local, state and federal law.)
  9. Educates students about behavioral expectations, college policies and procedures and appropriate means of conflict resolution. Facilitates group information and skill building workshops. May develop and deliver classroom instruction on college success.
  10. Assists with other retention initiatives, such as proactive academic interventions for students referred by faculty, dissemination of student engagement survey findings, etc.
  11. Reviews student grievances and complaints and follows up with the appropriate division deans and department chairs. Assists students with problem-solving and dealing with the barriers to attending and succeeding in program completion.
  12. Assists the Dean of Students in providing an appropriate and coordinated response from the college to personal and campus emergencies involving students.
  13. Performs other duties as assigned.


Work is performed primarily in an office environment. Occasional evening and weekend hours may be required. Most job time spent sitting with occasional walking, lifting, and guiding, and/or carrying of lightweight materials or equipment.


Master’s degree in Education, Psychology, Social Science, Counseling, Student Development, Higher Education Administration, Social Work, or similar discipline. Related experience may substitute for the degree requirement on a year-for-year basis.

Three years of full-time experience in behavioral counseling, mental health, college counseling, residential life, college judicial services, Title IX lead investigating, or related experience in a postsecondary environment.
