Why this is Important

Viewing all links is a common way screen reader users to navigate a web page. Make the links on your web page descriptive, so all users, but especially blind users using a screen reader, know where the link will take them.

How to Achieve this Accessibility Guideline

Do not use: "Click here" as a link, as it does not give the user, and especially a screen reader user, any idea where it will take them.

Another important thing about links

Don't set your link to open in a new window if at all possible. It's disorienting to the screen reader user and can often be missed by anyone using pop-up blockers. If you do open a link in a new window, it's best practice to let your user know that the link will be opening in a new window.
