Oregon Department of Education Quality
Assurance Process
The Secondary Professional Technical education (PTE)
Program Quality Assurance process is intended to
help Oregon schools design and develop high
quality, state of the art professional technical
education programs. Quality professional
technical education provides students with
meaningful learning experiences that connect to
post high school next steps, and helps students
achieve the technical, academic, and
career-related learning standards (CRLS) and
skills necessary for their success.
Students' success is the true measure of program
effectiveness and quality. A program
quality assurance process provides an external
measurement of a program's quality and
effectiveness in meeting the needs of students.
The quality assurance process for initial PTE
program approval and ongoing renewal will include
the following components:
- program self-assessment and study using
quality program criteria
- program of study sequence
- data analysis of PTE student performance
that identifies program strengths and areas
for improvement
This is a continuous improvement process that
is part of the overall school improvement effort, and is designed to promote
connections across systems at both the secondary
and post secondary levels. It is important
that this process be closely linked to other
state and federal initiatives for measuring
students and school performance such as the
Consolidate District Improvement Plans (CDIP)
and No Child Left Behind (NCLB).
The quality assurance process will affect
other aspects of Professional Technical
Education including programs, courses, standards
and proficiencies for students, and PTE Teacher
licensure. As a result, a systematic
approach is needed to ensure that PTE is an
integral part of the total education system.
Why Seek PTE Program
Approval?
PTE program approval is recognition of a
quality professional technical education program
that meets Oregon PTE program quality criteria.
Quality PTE programs are designed to help
students:
- pursue career interests,
- achieve and apply academic knowledge and
skills, and
- provide preparation for postsecondary
education and careers.
What's Required for PTE
Initial
Program Approval and Renewal?
Approval is a requirement for a PTE Program
to access federal Carl D. Perkins Grant funds.
Federal PTE grant funds can be used to build and
improve quality PTE programs.
There are several elements to the approval
process and maintaining approval. The
chart below briefly describes what the elements
are and when they are used.
