Consolidated Funds

As a strategy for supporting school efforts during 2002-03 related to the improvement of professional technical education, the PAVTEC Council renewed its commitment for the fourth year to the PAVTEC Consolidated Funding Program. This funding program is intended to

  • enhance student success by implementing or improving programs or activities which are related to professional technical education,
  • increase the amount of PAVTEC funds available to high schools,
  • minimize paperwork without sacrificing required accountability,
  • provide the capacity to respond to the specific needs of a school,
  • maintain the ability to address regional needs or agendas.

2002-03 PAVTEC resources have been designated which will provide a potential $4000 for each comprehensive high school and a lesser amount for alternative / options high schools (see the enclosed list for allocations.) Multiple high school districts can re-allocate unused funds from high schools to others which need it within the district.

Since the source of these funds is the Federal Carl Perkins Vocational and Technical Education Act of 1998 administered through the Oregon Department of Education, there are both Federal and State guidelines governing their use. The overarching guideline is that these funds should be used to sponsor activities related to professional technical educational programs which are either currently "approved" by the Oregon Department of Education or are under development to become "approved" within the near future. A more detailed list of Allowable Uses and Goal Areas related to those guidelines is included in these materials for reference.

Since one of the fundamental goals of the Carl Perkins Act is to assure that special populations students in professional technical education programs achieve performance standards and are adequately served, PAVTEC has determined that a minimum of twenty percent (20%) of the PAVTEC Consolidated Funds used by a school must be directed towards this goal. The definition of "special populations students" from the Carl Perkins Act is included in the enclosed reference materials.

Also enclosed is a "Menu of Allowable and Suggested Uses" of the funds. Use of the funds does not need to be restricted to this list however all uses must fit into the State and Federal goals and guidelines. It is recommended that prior approval from the PAVTEC office be obtained for proposed uses not on the Menu.

The primary source of these Consolidated Grant Funds is the title of the Perkins legislation called "Tech Prep" that includes high school connections to postsecondary opportunities as one of its tenets. Therefore, one of the highest priorities for use of these funds is to provide opportunities for high school educators and students to connect their high school experiences related to professional technical education (pte) with the opportunities at PCC. Examples of these kinds of activities include:

  • providing time for high school pte faculty to interact with PCC faculty either individually or through scheduled group meetings,
  • sponsoring visits of students to related pte programs or "transition fairs" at PCC,
  • providing time for high school faculty (individually or in groups) to do curriculum development that includes connecting their curriculum to PCC pte programs,
  • providing time for high school counselors, school-to-work coordinators, etc., to participate in professional development activities in order to accurately advise students about the career preparatory opportunities at PCC.

The process for applying and obtaining PAVTEC Consolidated Funds is as follows.

  • Submit the one-page "Request Form" complete with original signatures to PAVTEC.
  • There is no specific deadline for submitting requests. However, December 1, 2002, is a suggested target date in order to provide time for the school to spend the funds after the request has been processed.
  • Upon receipt and approval by PAVTEC, a Notification of Grant Award and fifty percent (50%) of the amount approved will be advanced to the school.
  • Upon completion of the activities or no later than June 30, 2003, a Final Report must be submitted to PAVTEC. The remaining fifty percent (50%) of the allocation will be paid upon receipt of the Final Report.

The Final Report should include:

  • a description of the activities completed and outcomes produced.
  • participant names and subject area (if faculty) or responsibilities (if counselor, vice-principal, stw coordinator, etc.)
  • expenditure report itemized into two general categories 1) personnel costs (substitute teacher days, participant stipends, etc.), and 2) other costs (registration fees, travel, supplies, etc.)
