Job Summary

Under the direction, the Information Technology Division Manager oversees the day-to-day operations of assigned divisions within the department, which includes planning, organizing, and managing applicable functional areas in support of College objectives. Develops and provides strategic direction for project management, technology adoption, and the installation and upgrading of applicable hardware, software, and/or other technological systems. Responds to inquiries from College departments and/or external agencies and supervises administrative services professionals, paraprofessionals, and technical/support staff.

Distinguishing Characteristics

The Technology Solution Services Division Manager has overall responsibility and accountability for providing planning and direction to multiple functional areas within the department. This position has discretion in establishing overall operating policies and procedures for assigned divisions.

Typical Duties and Responsibilities

  1. Plans, organizes, maintains, and manages the processes and operations of multiple Technology Solutions functional areas. Manages the activities of assigned program areas to include: planning, implementing, administering and evaluating projects and services impacting College operations from a Technology Services perspective.
  2. Supervises administrative services professionals, paraprofessionals, and technical/support staff and performs both direct and indirect supervision through subordinates. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
  3. Develops, recommends, and administers policies, procedures, and processes in support of Technology operations in assigned areas of responsibility; implements and monitors compliance with approved policies, procedures, and processes.
  4. Tracks and tests new technologies and techniques. Establishes procedures to support research and development activities to determine the suitability of new technology and procedures. Oversees the management of leased and purchased hardware and software.
  5. Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports or other communication mediums.
  6. Manages priorities and coordinates activities between applicable campus site(s) and District information technology services department.
  7. Participates in long-range technology planning for the District, working cooperatively with College management and others to develop strategic and tactical plans to facilitate and coordinate the delivery of technology services. Evaluates technology, sets standards, and makes appropriate recommendations for purchase and implementation. Provides project management for applicable technology deployments.
  8. Maintains existing vendor partnerships. Manages the execution of technology-related contracts.
  9. Manages procurement activities in assigned area of responsibility, working in collaboration with other internal departments. Oversees the development of RFPs and IFBs related to assigned areas of responsibility, including the negotiation of vendor contract Terms and Conditions, Service Level Agreements, and payment structures.
  10. Manages and participates in the most complex configuration, maintenance, and repair of applicable technologies and associated equipment.
  11. Develops and administers budgets in assigned areas of responsibility; implements and allocates resources following budget approval; approves expenditures.
  12. Participates in/on a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding college-wide technology services, programs, areas of opportunity, and/or other pertinent information as appropriate.
  13. Serves as a liaison with other departments and students within the College in order to provide information on available resources, programs, and/or services.
  14. Positions in this classification may perform all or some of the responsibilities above and all positions perform other related duties as assigned.

Technology Solutions

Positions assigned to Technology Solutions may also be responsible for:

  • Managing operations associated with systems development, web services, media services, and technology support and training.
  • Monitoring system performance and oversees system access.
Technology Services

Positions assigned to Technology Services may also be responsible for:

  • Managing systems infrastructure, including computer and voice networks, operating systems, web services, and computer operations.
  • Developing plans, procedures, and activities to support business recovery, including backup and restoration procedures, vendor agreements, spare parts, data retention, and restoration planning.

Minimum Qualifications

Bachelor’s Degree in computer science or related field. Relevant experience may substitute for the degree requirement on a year-for-year basis. Eight years of progressively responsible, professional experience related to information technology at a management level.

Work Environment and Physical Requirements

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
