clapping smiling graduatesUnder the direction of management, the Library Access Services Manager manages the day-to-day operations of functional areas within the Library’s Access Services division. The scope of responsibility includes all libraries and points of service delivery at the College. Participates in the development, recommendation, and administration of Library policies, procedures, and processes. Oversees and provides budget input in assigned functional areas. Serves as a member of the Library Leadership Team, represents the Access Services division and partners with internal and external stakeholders to foster collaborative strategies to shape a robust and sustainable environment for equitable student success and life-long learning.

Typical Duties and Responsibilities

  1. Designs, organizes, maintains, and manages the processes and operations of the Access Services division including circulation (i.e. materials movement, Summit), interlibrary loan, equipment checkout, and reserves. Responsible for checkout procedures and maintaining the integrity of the collection and ensuring accurate records.
  2. Collaboratively manages the administration of the integrated library system (ILS) and other library-related systems, in assigned functional areas.
  3. Maintains, develops, and improves workflows in the automated library system and other library computer applications within the Library’s Access Services areas, including resource sharing, patron records management, fines, and fees. Informs supervisors and works with staff to implement changes.
  4. Oversees management of library facilities, spaces, and security and supports campus Library Supervisors by communicating with College construction and facilities departments. Coordinates problem resolution for all facility-related issues.
  5. Develops, recommends, and administers policies, procedures and processes in support of the Library Access Services division operations in collaboration with managers of multiple divisions. Leads development of policies and procedures for the use of library spaces. Implements and monitors compliance with approved policies, procedures, and processes.
  6. Promotes culturally responsive and inclusive operations that center on historically underserved and marginalized communities. Supports flexible service delivery modalities that enhance access and equitable student outcomes.
  7. Supervises and supports Library Supervisors. Supervises academic professionals, paraprofessionals, technical/support, and/or classified staff, as needed. Hires, evaluates, trains, disciplines, and recommends dismissal of staff as necessary.
  8. Manages Access Services procurement activities working in collaboration with internal and external departments. Participates in the development of RFPs, including the vendor contract Terms and Conditions, Service Level Agreements, and payment structures.
  9. Plans, implements, administers, and evaluates division projects and services impacting Library operations district-wide.
  10. Evaluates new technology and products and makes appropriate recommendations for purchase and implementation. Provides project management for applicable technology deployments.
  11. Participates in long-range planning for College Library Services, working in collaboration with College management, library staff, the Library Advisory Council and others to develop strategic plans supporting Library Access Services.
  12. Provides analytics data to support Library decision making and annual reporting. Uses data gathered from library departments and systems to communicate the Library’s alignment with institutional goals to the College.
  13. Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports, surveys, and other communication mediums.
  14. Represents PCC in work-related efforts at the Orbis Cascade Alliance, a consortium of academic libraries in the Pacific Northwest.
  15. Provides leadership role in fostering collaborative strategies to shape a robust and sustainable environment for equitable student success and life-long learning in partnership with internal and external partners. Cultivates and manages relationships with key stakeholders, provides information on available resources, programs, and/or services and ensures alignment.
  16. Participates in a variety of meetings, committees, consortia and/or other related groups to communicate information regarding services, information resources, continuing education opportunities, and/or other pertinent information as appropriate.
  17. Oversees, monitors, and provides budget input for assigned functional areas. Plans, prioritizes, and recommends supplies and equipment.
  18. Acts as final arbitrator for individual patron complaints or concerns regarding Access Services.
  19. Performs other related duties as assigned.

Work Environment

Work is generally performed in a standard office environment with frequent interruptions and irregularities in the work schedule. Learned physical skill is required to operate a computer keyboard and/or other input devices with proficiency. Travel to other locations is required.

Minimum Qualifications

Master’s degree in Library Science or related from an American Library Association accredited institution or international equivalent. Two (2) years  of experience  related to areas of assignment, including one (1) year of supervisory experience. Successful completion of PCC Lead Academy or a comparable external leadership training program may substitute for up to 6 months of lead or supervisory experience.

  • Apply independent judgment to interpretation and application of rules, regulations, policies, and procedures;
  • Utilize computer technology used for communication, data gathering and reporting;
