Nature and Scope of Work

Under the direction of Plant Services management, designs, implements and maintains a multilevel complex access and security control system for use at all college campuses and other buildings maintained by PCC. Installs, repairs and maintains locks and keys. Hires and oversees contractors as needed. Meets with Plant Services personnel, contractors and architects to convey and exchange complex and technical information. Incumbent is a key contributor with work results impacting the accuracy, reliability and acceptability of further results beyond the immediate work section. Responsible for producing journey level work output on an independent basis subject to supervisory direction and review.

Principal Accountabilities

  1. Designs, implements and maintains a multi-level complex access and security control system for use college wide. Keeps computer records of all systems including levels of access for all college personnel.
  2. Installs, repairs, and maintains locks (manual and electronic) for buildings and furnishings; sets electronic lock codes.
  3. Makes or duplicates keys for all buildings and furnishings. Maintains accurate computerized issuance records and key control.
  4. Provides repair and installation of hardware, doors and surrounding structures including overhead shop doors, automatic door openers, closures and panic bars for all college buildings through self and contractors. Installs door alarm hardware and related building security devices.
  5. Performs mandated drop tests and maintains records of fire doors in compliance with the Fire Marshal and insurance company requirements.
  6. Inventories and stocks necessary parts such as locks, keys, and door alarms. Obtains phone quotes for repair parts as requested, observing guidelines as outlined by the college. Orders supplies, and organizes and maintains effective parts storage area.
  7. Operates specialized and common equipment and tools. Maintains and operates college vehicle.
  8. Meets all Americans with Disabilities Act (ADA) requirements including building access and handicapped accessibility.
  9. Meets with various departments throughout the college plus outside contractors to discuss security needs. Serves as a technical advisor to ensure security needs are in compliance with all governing agencies, ADA requirements, building codes and other relevant regulations.
  10. Assesses, investigates, and researches lock security and access to find proper solutions to issues/problems.
  11. Maintains list of all Plant Services battery operated devices and service as needed.
  12. On a backup basis, installs, maintains and repairs equipment, fixtures and furnishings; and repairs and maintains plumbing and heating equipment. Works with other Plant Services employees in a diverse array of specialized tasks as needed.
  13. Responds to college emergencies including adverse weather to secure college buildings, occupants, furnishings and fixtures as needed. Responds to phone, pager, EMAIL, voice-mail, verbal and written work orders.
  14. Performs in a safe manner, ensures secure work areas during and after completion of tasks, and maintains assigned equipment in safe working order.
  15. Performs other related duties as assigned.

Work Environment

Work involves exposure to dust, inclement weather, high places, noise and temperature extremes, and materials such as asbestos.

Physical Requirements

Many activities require strength and agility for heavy lifting and operation of demanding equipment.

Minimum Qualifications

High school diploma or equivalent. Two years of commercial or institutional locksmithing experience which includes working with electronic locks. Knowledge of a wide variety of hand and power tools. Must possess good planning and organizational skills. Requires valid drivers license for operation of a motor vehicle in the state of Oregon and possession of an acceptable driving record. Must be able to pass both a personal and criminal history background investigation.
