Nature and Scope of Work

Under the direction of the Financial Aid Systems Manager, provides complex technical information and system support for the Financial Aid Department. Manages all financial aid databases and software, including but not limited to SCT Banner, Image Now imaging system, EDExpress, and ELM Resources. Performs systems analysis in the Financial Aid computer environment. Develops, modifies and maintains complex programs; resolves difficult programming problems. Provides technical advice, support and training to users.

Job requires well developed verbal and written skills to present and exchange technical or complex information. Incumbent works independently under specified objectives and applies knowledge of pertinent system software, hardware, work processes, regulations and management practices apprising supervisor of progress and unusual complications. Interpersonal contacts may extend to executive officers, administrators, other system users throughout the college and outside vendors.

Principal Accountabilities

  1. Database Coordination: Maintains financial aid network databases and software including but not limited to SCT Banner, EDExpress, ED Connect, Image Now, COD, federal CPS, NSLDS, work-study, financial aid Novell data structure. Assesses users’ information requirements and determines how best to obtain, present, and access the required data. Monitors procedures and assures that data entry standards are followed and Banner manual is kept up to date. Coordinates required downloading from the database to local workstations and uploading from outside entities. Reviews and manages requests for access to the administrative information system. Installs yearly upgrades. May install, modify and maintain systems and utility software on server computer systems. Provides server support related to network software. Assists in monitoring security/user access to database. Maintains contact with vendors to assist support activities.
  2. Systems Analysis: Performs required system analysis in the local area network, PC and mini-computer (Banner/Oracle/Unix) environments. Carries out fact finding and problem analysis; determines most appropriate procedures to resolve. Applies knowledge of new technologies and methodologies of information processing systems to ensure effective microcomputer usage and sound database information management and network strategies for the Financial Aid Office. Designs microcomputer applications to work in concert with the database for reporting and monitoring purposes. Assists in Banner annual set-up and on-going testing of financial aid system upgrades.
  3. Programming: Develops, modifies and maintains complex programs. Monitors the operation of assigned programs and responds to problems by diagnosing and correcting errors in logic and coding. Develops special programs such as a critical path analysis program to assist in managing a special project. Reviews user requirements and needs for new software and performs analysis, design, implementation, installation and training related to new software developed and/or acquired; analyzes and plans systems based on consultations with PCC Management and/or staff. Documents system plan and establishes an implementation schedule.
  4. User Support: Documents system for user, Financial Aid department and Information Technology Services conforming to institutional standards. Assists user and operating areas in implementing and supporting systems including system installation, training and troubleshooting. Ensures programming and documentation standards established by Information Technology Services are used within the Financial Aid Office. Assists in maintaining standards for users of the database to ensure consistency in naming conventions, integrity of data and proper procedures for data entry. Creates and maintains documentation for all application programs written in the Financial Aid Office. Presents and provides training, technical support and diagnostic help for technical and non-technical users in the operation of office workstations and other resources.
  5. Functions as liaison between Financial Aid and Information Technology Services department to coordinate network requirements (e.g. security management, backups, troubleshooting etc.).
  6. Reviews and monitors hardware and software needs of the district wide Financial Aid department. Makes recommendations regarding acquisition of new equipment and software. Functions as the vendor liaison to monitor maintenance contracts and troubleshoot specific software applications.
  7. Assists the Director of Financial Aid in developing and generating statistical reports.
  8. Performs other related duties as assigned.

Work Environment

Work is performed in an office environment with constant noise, regular interruptions and competing priorities. Exposure to video display terminals on a regular basis. Requires the need to be aware of changing events, situations and technologies and to upgrade skills accordingly.

Physical Requirements

Extended sitting, standing, keyboarding, lifting and shifting of microcomputer and related equipment. Learned physical skills for keyboarding.

Minimum Qualifications

Associates Degree in computer related discipline. Two years minimum experience in systems analysis and programming and/or systems software and support. Experience performing the duties above may substitute for the degree requirement on a year-for-year basis.

Ability to work independently and a member of a team to accomplish set goals and objectives by established timelines. Ability to prioritize and balance multiple tasks/projects concurrently and respond to emergency situations effectively. Effective communication skills and strong analytical and problem solving ability. Must be able to provide own transportation in order to visit other campuses to consult with and train staff.
