Nature and Scope of Work

The Apprenticeship and Training Specialist is responsible for developing and implementing program strategies for student outreach, recruitment, retention and advising for the Apprenticeship and Trades Programs. Incumbent functions as liaison between industry and apprenticeship groups, PCC and/or trade related Apprenticeship and Trades Program and various local and state organizations.  The Apprenticeship and Training Specialist travels throughout the local area in support of the Apprenticeship and Trades Program.

Principal Accountabilities

  1. Develop and implement strategies for outreach, recruitment and retention of students in the Apprenticeship and Trades Program. Design and develop brochures, fliers and general informational materials to promote the program. Participate in trade fairs and make presentations to targeted audiences.
  2. Develop and foster professional relationships with industry, apprenticeship coordinators (state and local), Bureau of Labor and Industry, Office of Community College Services, Advisory Committees  members, community groups and students.
  3. Negotiate and prepare contracts and payment schedules for apprenticeship programs and Training Agents (Employers). Conduct site visits to ensure State audit guidelines are being met. Review and maintain instructor/student evaluations, lesson plans, monthly progress reports and record keeping systems.
  4. Participate in course planning and develop program curriculum in outcome-based format. Develop catalog content for programs and prepare schedule for each term.
  5. Interview, assess, counsel and advise students and apprentices in establishing educational and career goals. Advise students on degree options and assist students in the enrollment process including preparing and presenting a portfolio to the Joint Apprenticeship Training Committee for acceptance. Conduct transcript and graduation petition evaluations. Monitor student progress.
  6. Provide Administrative services for the trade/program related Joint Apprenticeship Training Committees (JATC’s) to include all correspondence, documentation and report preparation for submission to the JATC’s and to the Bureau of Labor & Industry.  Maintains all apprentice and committee files and records.  Serves as Agent for those committees at all relevant Statewide Apprenticeship meetings.  Actively seek new apprenticeship opportunities.
  7. Provide market research for employment trends in the apprenticeship areas to determine new program needs and directions.
  8. Direct the work of assigned staff. Participate in screening and interview/selection processes, performance evaluations and corrective action. Train new employees.
  9. Provide oral and written reports to management as well as revision of proposals as needed. Calculate payment and budget impact reports including projections for existing contracts and/or any statistical analysis needed. Maintain data and report on student records, including enrollments, completions and transcription.
  10. Maintain and monitor multiple cost centers with emphasis on year end and fiscal year projections. Prepare special fee and reimbursement reports and monitor activity. Prepare documentation for Director.
  11. Performs other related duties as assigned.

Work Environment

Work is typically performed in an office environment with a high level of public contact both over the phone and in person. The position requires work during the evening hours and frequent travel throughout the local area using a personal vehicle.

Physical Requirements

Occasional lifting of marketing materials and equipment for presentations that may weigh 20 to 30 pounds.

Minimum Qualifications

Associate’s Degree in Industrial Technology, Trades Program, Business or a Career Technical Program or related field. Experience performing the duties of this job may substitute for the degree requirement on a year for year basis.

Demonstrated experience working with apprenticeship programs. Demonstrated understanding of apprenticeship and industrial occupations requirements, nature of work performed and governing agency requirements. Customer oriented and student centered experience preferably in an academic advising capacity. Experience in public speaking, educational marketing and recruitment.

  • Considerable knowledge of apprenticeship programs and governing agencies.
  • Considerable knowledge of effective marketing and recruitment methods.
  • Knowledge of local, state, and federal laws impacting assigned program.
