Open Enrollment 2011-2012
Open Enrollment runs from August 15, 2011 to September 15, 2012 at 5pm. Open enrollment elections and changes must be done online in the MyOEBB system.
There are several changes occurring during the 2011 Open Enrollment. Please read this entire packet and go into the MyOEBB system to review your information and enrollments, and to make changes as needed. Please review your insurance options and enroll, opt out, or make changes online by 5pm on September 15, 2011.
Every effort has been made to report information accurately. However, all information, including the amount of any benefit and employee eligibility for benefits, is subject to and governed by the terms and conditions of the applicable contract, policy or plan document. In all cases where any of the information provided in this guide differs from the amount of benefit actually provided, the terms of the legal documents will control. Employees are encouraged to check their October 3rd paycheck to ensure any payroll deductions reflect the enrollment decisions you have made. Please notify Benefits ASAP if anything appears to be incorrect.
The Oregon Educators Benefit Board (OEBB) printed their material enclosed in the sealed envelope in this packet in mid-July (newly eligible employees may not have material from OEBB). Enrollment or employment changes made after that time will not be reflected in their materials. Also, you may see references in the OEBB material for plans that are not offered at PCC or are not offered to your employee group. PCC does not offer Health Savings Accounts (HSA’s) nor Short Term Disability (STD). PCC also does not offer an Optional Long Term Disability (LTD) plan, but many employees are covered by the College provided LTD plan. When you are in the MyOEBB system, you will only see the plans which you are eligible to enroll in as agreed to in the applicable collective bargaining agreement or handbook.
OEBB is eliminating two of the three dental plans currently offered by PCC. Kaiser Dental plan 7 is being replaced by Kaiser Dental plan 8, and ODS Dental plan 5 is being replaced with ODS Dental plan 4. Willamette Dental plan 8 will remain. If YOU CURRENTLY HAVE KAISER OR ODS DENTAL PLANS AND WANT TO CONTINUE TO HAVE DENTAL INSURANCE THROUGH PCC AFTER SEPTEMBER 30th, YOU NEED TO GO INTO MyOEBB AND ENROLL IN A NEW DENTAL PLAN DURING OPEN ENROLLMENT.
Dependent Eligibility Verification: OEBB will be conducting a dependent eligibility verification (DEV) review in early 2012. If you have any dependents on your plan who do not meet one of these definitions, you must remove them during this Open Enrollment Period. Please see the last two pages of this document for more information.
OEBB will be collecting demographic data within the MyOEBB enrollment system this year. Your responses are confidential and will not affect your benefits cost or eligibility in any way. Collecting this data will allow the Oregon Health Authority and OEBB to measure the degree of representation of diverse communities among the population. It will help us increase the effectiveness and efficiency of policies and programs and ensure equal access to quality care for all members. We appreciate your cooperation in this effort.
Open Enrollment is also your opportunity to:

Change your plan selection for medical, vision and/or dental.

Add or delete coverage for yourself, your spouse/domestic partner (DP) and/or child(ren) without a Qualified Status Change (QSC).

Update personal information such as address, phone number and dependents coverage if there have been any changes during the plan year.

Employees who opted out last year will need to go in MyOEBB to confirm that the other group coverage from last year is still in place. NOTE: PCC employees must have other group medical coverage to opt out of medical insurance.

Enroll in or increase your optional life insurance or accidental death and dismemberment.

Enroll in Long-Term Care insurance (LTC) with UNUM. If you are currently enrolled you may request changes. If you are not currently enrolled, you may apply for coverage through UNUM under special guarantee issue provisions available during the 2011 Open Enrollment only. Change your CNA Long-Term Care insurance elections (current CNA enrollees only). Contact CNA at 1-800-528-4582 to make changes.

Flexible Spending Account (FSA) Open Enrollment will occur in November and will be effective January 2012. Information will be sent to all eligible employees in November.
Please review your insurance options and enroll, opt out, or make changes online by 5pm on September 15, 2011.
