Foster Youth Waiver

This waiver provides free college tuition for former foster youth. Here is how to use the waiver at PCC.

Who is eligible?

To use the tuition waiver, you must:

  • Have been in the care and custody of Oregon DHS or Tribal Child Welfare for at least 180 days after the age of 14
  • Have exited foster care on or after your 16th birthday
  • Complete your financial aid application
  • Begin accessing the waiver by the age of 25

What does the waiver cover?

The waiver will pay your any of your tuition and course fees that are not covered by state, federal or college grants. You can use the waiver for the equivalent of 4 years of undergraduate studies. More information is available through the Oregon Foster Youth Connection.

How to apply:

  1. Get admitted

    If you haven't taken a class at PCC in the last two years, you need to apply for admission.

  2. Complete the application

    Print and complete the foster youth tuition waiver application. Bring the application and a valid state or federal photo ID with Oregon address to Student Account Services at any campus.

  3. Register for classes and pay fees

    Register for classes using MyPCC. See the registration website for details. Pay your fees using PCC-Pay, which is located on the Paying for College tab in MyPCC.
